With the rapid development of economy and society, resources and environmentissues have become increasingly prominent, ecological compensation research has becomea hot topic of common concern to the community at home and abroad. This paper mainlystudies the course of the determination of the ecological compensation standards during thedevelopment of coal resources in Inner Mongolia promoting the continuous improvementof ecological compensation mechanism which ultimately making the ecological damagecaused by coal resource development reduced to a minimum.Inner Mongolia is the energy province riching in mineral resources, esperially coalresources itself in the province occupies a pivotal position in the national economy.however, the coal resources caused some degree of pollution and destruction to theenvironment while promoting rapid economic development. During the study of coalresources in Inner Mongolia, an example of Shengli Coal Mine in Xilin Gol League ismade to study ecological compensation standard by field visiting and researching. Not onlyin-depth understanding of the local government and the coal enterprises is made, but also aface to face communication is kept with residents in this visiting which changes to thefirst-hand survey data. In addition,10experts of coal resources and ecologicalcompensation participate in consultation and questionnaire. with the use of fuzzycomprehensive evaluation method used to determine the reasonableness for ecologicalcompensation standard method of some existing coal resources. This not only makes thisarticle being strong supported with extensive data when conducting theory expounding,but also makes the accounting methods of ecological compensation standard to thedevelopment of coal resources more persuasive.On the basis of an overview of the definition and theory of ecological compensation,the ecological compensation expenses is divided into four parts in this article as for thecost of ecological restoration of governance, the cost of environmental pollution losses,the cost of environmental damage losses and the cost of mineral residents losses.Considering the affordability of the government, business and other stakeholders, thedevelopment of coal resources ecological compensation standards is divided into two intervals as upper limit of ecological compensation and lower limit of ecologicalcompensation. Among them, the lower limit of ecological compensation determined for thecosts of ecological restoration of governance, while the upper limit of ecologicalcompensation was a sum of the costs of ecological restoration of governance, the cost ofenvironmental pollution losses, the cost of environmental damage losses and the cost ofmineral residents losses. After the actual calculations of coal resource developmentcompensation standard for the Shengli Coal Mine, a reasonable test for existing accountingmethods of compensation standard is made by using the fuzzy comprehensive evaluationmethod to collect reasonable conclusion.Then making a case study about Shengli Coal Mine in Xilin Gol League, the lowerlimit of coal resource development compensation in2011is209,633,500yuan, while theupper limit of coal resource development compensation in2011is92,064,500,000yuanby calculating the lower and upper limit of coal resource development. So it should be easyfor enterprise to bear the lower limit of coal resource development compensation,buthard to afford the upper limit of coal resource development compensation which isrequired to bear with government and society.Finally, the combination of the above analysis, rationalization proposals are requiredto improve the ecological compensation of coal resources development in Inner Mongolia.
