Research On Safety Production Supervision Of Hazardous Chemicals In Z City From The Perspective Of Risk Management

In the 21 st century,the development of hazardous chemicals industry has greatly promoted the rapid growth of social economy and brought convenience to people's production and life.But at the same time,because of the toxic,corrosive,flammable,explosive and other properties of dangerous chemicals,the safety of life and property of the masses has brought potential threats.In recent years,major fire and explosion accidents frequently occur in the field of hazardous chemicals in China,resulting in a large number of casualties,serious economic losses and adverse social impact.Therefore,it is urgent to strengthen the supervision and study of production safety in the field of hazardous chemicals.By adopting the research method of interdisciplinary and integration,this paper combines risk management with the safety production supervision of hazardous chemicals,and selects Z city as the research object to focus on the safety production supervision of hazardous chemicals in Z city from the perspective of risk management.From constitute part of risk management: risk identification,risk evaluation,risk control,risk control effect evaluation of Z city of dangerous chemicals production safety supervision,analyzing the status quo and existing problems of teasing out the risk management perspective of Z city of dangerous chemicals production safety supervision main problems in five aspects:risk management important meaning understanding is not deep;Unclear power and responsibility of risk management functional departments;Weak grassroots foundation of risk management supervision;Lax implementation of risk management assessment mechanism;Insufficient participation of social organizations in risk management.These problems are caused by: the limitation of traditional safety production supervision concept;Absence of legal system construction for hazardous chemicals;Organization system of safety supervision department;The development and application mechanism of risk management lags behind;The participation of social organizations in supervision and governance has its drawbacks.Selection in this paper,through the United States in New York,London and Tokyo,Japan,the three typical foreign developed cities,research in the perspective of risk management of dangerous chemicals production safety supervision work of comparison and reference,and based on the actual Z city management,put forward from the implementation of responsibility system,the revision of policies andregulations,making organizational structure and improve the application mechanism,strengthening the social cooperation and so on five aspects,to explore in the perspective of risk management promote Z city paths and methods of the hazardous chemical materials regulatory level,for consummates our country dangerous chemical safety production regulation system provides a useful reference.
