Study On Legal Issues Of Soil Pollution Control In Honghe Prefecture,Yunnan Province

With the rapid development of national economy,the land use is more and more extensive,and the soil pollution is more and more serious.Facing the emerging environmental problems,we should take the protection of limited land resources as our duty.At present,the prevention and control of soil pollution has become an important issue,especially how to deal with the symbiotic relationship between human and soil from the aspects of soil and water conservation through legal means.In 2018,the "Soil Pollution Prevention Law"(referred to as "Soil Law"),constitute a guide to soil protection documents.For the just-issued "local law",laws and regulations are missing and imperfect,and need extensive attention and active exploration in practice.In this paper,the situation of soil pollution in Honghe Hani and Yi Autonomous Prefecture area of Yunnan Province is summarized and written,that is,the current soil environmental protection legislation and soil pollution control system in Honghe Hani and Yi Autonomous Prefecture are summarized and analyzed,thus for the implementation of "Native Law" to provide useful recommendations and lay a solid foundation.To this end,this article is divided into four parts to describe:the first part is the Honghe Hani and Yi Autonomous Prefecture soil pollution status and existing problems analysis,Such as heavy metal pollution,acid-base pollution,hazardous material pollution,pesticide and fertilizer film and other soil pollution problems.The second part analyzes the current situation and deficiency of the legal system of soil pollution prevention and control in Honghe Hani and Yi Autonomous Prefecture to find out the main legal problems.The third part is concerned about the foreign soil pollution prevention and control legal system and the enlightenment from it.The fourth part mainly puts forward some relevant legal suggestions.
