| With the development of the rural economy,the living standards in the village have gradually improved,and greater changes have happened in diverse lifestyles and consumption habits including rapid consumption and express online shopping.At the same time,rural domestic garbage is also increasing,and the phenomenon of garbage surrounding villages and towns has occurred from time to time.Garbage has become a "stubborn disease" that affects the rural residential environment,and the issues of rural residential environment becomes prominent.In 2020,the Central Document No.1 also repeatedly mentioned "deeply carry out rural human settlement environment management,build a livable and beautiful village,and promote garbage classification and resource utilization",and clearly pointed out that it is necessary to do a good job in rural human settlement environment improvement,so as to further comprehensively promote the treatment of rural household garbage.The grim form of rural domestic waste management has become a common concern of the whole society,and also restricts the sustainable high-quality development of the rural economy.Therefore,how to improve the living environment of rural areas,effectively manage rural household garbage,and improve the well-being of rural people are the key problems that must be overcome in the construction of a beautiful and ecologically livable village.In this paper,based on the theory of ecological civilization,beautiful countryside,collaborative governance,and sustainable development,we take D town of Tianmen as an example,through a field visit and reference to existing literature,as well as conducting interviews and questionnaires,a comprehensive analysis of the rural village of D town of Tianmen was carried out on the current status and characteristics of the harmless treatment of domestic waste,and some reasons for the existing phenomena are summarized as follows:(1)Unitary government-led approach;(2)Inefficient supervision;(3)Lower enthusiasm for villagers to participate in integration;(4)Disordered garbage collection;(5)Poor garbage cleaning equipment and facilities;(6)Lower degree of marketization.What's more,we also analyze the situation of the harmless treatment of other regions at home and abroad and provides some ideas and reference for the regions to do well in the harmless treatment of rural household garbage in accordance with local conditions from the legal level,technical means,and environmental awareness.Based on relevant theories,we have formed a "trinity" framework model of harmless technological governance innovation,standardized legal governance of administrative governance and modern and effective grassroots governance,and put forward countermeasures for the construction of a long-term mechanism for the harmless management of rural household waste.And suggestions to solve the problem of insufficient institutional mechanisms and funds that hinder the harmless treatment of rural household garbage,thereby promoting the implementation of the garbage harmless treatment policy and providing a viable path for rural revitalization and beautiful rural living environment and suggestions.In addition,we analyze the harmless treatment of rural household garbage in Town D of Tianmen City,and carry out a series of activities in the town,but there are still some problems and deficiencies,including insufficient survey samples and incomplete analysis.The prospect of innovative and harmless treatment technology in this paper will make rural household waste management from the reduction of classified resources at the initial stage,to the relatively harmless treatment of garbage,and finally to the truly harmless treatment of technological methods,The final product can be directly composted or used in other ways.It is hoped that the garbage is truly fully utilized with non-pollution,and the living environment in the countryside becomes more and more prosperous,while the living environment becomes more and more beautiful. |
