Climate change has attracted the attention of all countries in the world, and this has also created a new economic formation of low-carbon economy. In 2014,the IPCC pointed out that the second major source of global greenhouse gases originated the carbon dioxide, methane and other gases directly or indirectly emitted by agricultural production activities. Therefore, vigorously developing low-carbon agriculture has become the one of the measures to deal with climate issues.Hunan is the China's traditional agricultural province. The agricultural production is still dominated by traditional high-input and high-emission extensive development methods. Therefore, agricultural production activities bring a lot of carbon emissions. This paper based on the current situation of agricultural development in Hunan Province, selects five indicators such as fertilizer, pesticide, agricultural film, agricultural diesel and rice to measure the total agricultural carbon emission and emission intensity of Hunan Province, and with the total amount of agricultural carbon emissions, agricultural carbon emission intensity and the influencing factors of agricultural carbon emissions as the breakthrough point for analysis. The Tapio decoupling model and the decoupling elastic quantitative decomposition model are used to analyze the decoupling elastic relationship between agricultural economic growth and agricultural carbon emissions in Hunan Province, and to calculate the agricultural carbon emissions and agriculture in Hunan Province. The characteristics of economic growth provide the necessary theoretical basis for the formulation of agricultural carbon emission reduction policies and the implementation of the program. Finally, based on the previous research, put forward some targeted countermeasures.
