Heavy metal pollution of cultivated land will not only reduce the quality of soil,lead to crop yield reduction and heavy metal content exceeding the standard,affect the quality of agricultural products,but also affect the diversity of field organisms,resulting in ecological environment imbalance.Therefore,it has become a very urgent task to take remediation measures to reduce the harm of heavy metal pollution and protect cultivated land as soon as possible.As the implementer of cultivated land dominant restoration governance,farmers,cooperatives,enterprises,grass-roots governments and other main implementers of restoration governance play an important role in cultivated land protection.Their enthusiasm and initiative in the process of cultivated land protection will directly affect the success or failure of cultivated land protection in China.In this paper,relevant data are obtained through field investigation and empirical analysis,and participants' willingness to participate in the heavy metal contaminated cultivated land remediation project in Changsha-ZhuzhouTan region,including farmers,cooperatives,enterprises and grass-roots governments,is comprehensively understood in terms of the remediation technology model,organization and implementation of remediation technology,and the way of financial compensation.Participants' willingness to participate is also studied.Influencing factors,suggestions were put forward for improvement in the technical model of heavy metal contaminated cultivated land remediation,the organization and implementation methods of remediation work,and financial compensation.The results show that three key factors affecting the willingness to participate in the restoration of cultivated land are the implementation effect of different technical measures,the efficiency of different work promotion organization and implementation methods,and the intensity of financial input.Under the strong impetus of national finance,farmers,cooperatives and grass-roots cadres of enterprises are all very active in participating.The overall assessment of heavy metal contaminated cultivated land restoration projects in Changsha-Zhuzhou-Tan region is effective and can be continued.But there are also some problems.Due to the differences of technical measures,implementation methods and compensation forms,the acceptance willingness of different implementation subjects is different.According to the study of willingness,the paper puts forward the following measures: strengthening innovation in research and development of remediation technology and products;promoting the implementation of project organization with third-party governance as the main government administration as the supplement;expanding the sources of compensation for remediation and remediation of cultivated land;strengthening the source control of farmland pollution;improving the supervision and management mechanism of project implementation;ensuring the benefits of grain planting of the main implementers in the remediation and remediation areas Series of countermeasures to strengthen the willingness to participate in the restoration and management of cultivated land.
