At the present, global warming is accelerating in the severe situation of climate change. In order to maintain the global climate balance and ensure the safety of human survival, countries around the world have started to work to curb the rapid growth of carbon emissions.China is in a period of rapid economic development.Excessive emissions of carbon dioxide were be inevitably caused by accelerating industrialization. Now,China's total carbon emissions is ranked firstly in the world. Therefore, how to coordinate the relationship between economy and carbon emission, effectively control the growth of carbon emissions has become an important issue for countries, regions and cities for seeking green and low-carbon economic development.Land-using change is becoming the second largest sources of emissions, just behind fossil fuels. As an important factor of production, all human productions and living activities are hosted by land. This paper selects Nanchang City as research area, using remote sensing interpretation to extract land use change data and analyzing changes and trends in the amount, structure, and extent of land use.Based this, the carbon sources, carbon sinks, and net carbon emission of various types of land in Nanchang City were measured using the carbon emission coefficient method to obtain actual carbon emission of land use from 2000 to 2017.Combined with the theory of decoupling,a decoupling relationship model between land use carbon emissions and economic development was constructed, and the decoupling relationship between land use carbon emissions and economic development in Nanchang City from 2000 to 2017 was also obtained. Finally, how to achieve a green and low-carbon economic development model is discussed, and reasonable and effective policy suggestion is proposed in the aspects of land use, industrial adjustment, energy structure, policies and regulations.Through the above research steps, the main research conclusions are as follow:(1)From 2000 to 2017,the area of forest land, grassland, unused land and construction land were increased, and the area of cultivated land and water were decreased.Among the dynamics of land use,the largest annual change rate is unused land, followed by construction land>grass land>forest land> arable land> water area. The comprehensive value of the degree of land use is on the rise.Land use is in thedevelopment stage and the speed is accelerating in Nanchang City.(2)Net carbon emissions of Nanchang were increased every year, and the total cumulative net emissions from land use is 19.829 million tons. The total carbon sinks in Nanchang showed a downward trend, and the total amount of carbon source showed a gradual upward trend.Forest land contributed the most to carbon sinks, and construction land contributed the most to carbon source.Construction land is also the dominant type of land-use net carbon emission. In terms of carbon emission intensity, carbon emission per unit of GDP showed a gradual decreasing trend, and per capita carbon showed a gradual increasing trend.(3)The decoupling index of Nanchang City in the third period showed a gradual decreasing trend, all of which were weak decoupling state. The decoup ling relationship between land use carbon emission and economic GDP develop ment were became more and more obvious, and the decoupling state was perfo rmed well.
