The problem of employee placement is the key and difficult points of coal enterprises reduce production capacity.Although the state and relevant provinces and cities have issued a series of guidance on the placement of coal production capacity workers,To the coal industry to the production capacity workers placement work has certain guidance,However,due to the differences in the total number of employees,the composition of personnel,the salary level and the resettlement expenses of various localities and enterprises,In the process of relocating workers to production capacity,each production capacity enterprise must proceed from its own reality and actively,prudently,scientifically and reasonably study and formulate a plan for the placement of workers,On the basis,A series of measures to prevent and control production,safety and stability can ensure the smooth development of staff placement.This article studies the relevant policies and regulations of the country to relocate the productive capacity workers through study,Study and research literature on the experience of staff placement in the process of closing and withdrawing coal enterprises at home and abroad.Taking Linnancang mine as an investigation and research target for rehousing workers,Through questionnaires,interviews,etc.,from the prospective and potential problems of the workers to be placed,etc..Finally,the employee has the following needs: The first is that the vast majority of workers to be placed hope to be able to be transferred to the Kailuan Group's other companies to continue working;Second,some employees hope that enterprises can introduce flexible and diverse exit policies,open up exports for them,and encourage them to leave their jobs to start businesses;Third,there is a certain concern about whether the choice of resettlement enterprises can achieve fairness and fairness.In view of the above-mentioned staff and workers placement needs,This paper is based on the theory of organization collaboration,Proposed that departure and entrepreneurship be implemented in all units of the group,Opening up the export of employees withdrawal from enterprises,Relocation of staff and workers in Linnancang mine for diversion.Research design off-duty rest,Leave the post and wait for retirement,Post office co operation,Leave without pay,Temporary waiting etc.employees withdrawal channel,On the basis of satisfying workers 'demand for multiple channels of departure,Solving the problem of large number of employees waiting for diversion and resettlement,Limited allocation of posts within enterprises,Settlement costs are high etc.in Linnancang coal mine.Meanwhile,This paper also carries out the effect of leaving the post to start an undertaking plan for each unit affiliated to the group,Result of shunting and resettlement of workers with capacity removed in Linnancang mine,The feasibility of the scheme is verified.The research results of the paper solves the problem of staff placement in capacity reduction,It is beneficial to the smooth progress of the production capacity work of the Kailuan group,It can also provide some reference value for other coal enterprises of the same type in China.The paper has 13 figures,10 tables and 53 references.
