In the critical period of the current transformation of China's economic development mode,the regional ecological carrying capacity of BTH region is tightening,and the contradiction between economic development and deterioration of the ecological environment has existed for a long time.It is increasingly urgent to solve the problem of insufficient regional development imbalance.How to improve the economic growth to high-quality development through the optimization and adjustment of the BTH inter-regional cooperation policy,narrow the regional development gap,and achieve regional coordinated development is an important issue that needs to be deeply explored and studied.Therefore,this paper studies the policy optimization simulation of the cross-regional synergy of the BTH industrial eco-economic system,which has high theoretical significance and application value.On the basis of systematic review of related research at home and abroad,the paper starts with the goal of industrial eco-economic system pursuing the synergy between economic value and high ecological value.Based on the definition of policy optimization of cross-regional synergy,from the two dimensions of efficiency and fairness,Industrial eco-efficiency is a policy optimization target system with efficiency measure and environmental Gini coefficient as fairness measure.On this basis,the regional industrial eco-economic system is decomposed into economic,resource and environmental subsystems,and the system dynamics model is used to analyze the economic development,resource consumption and environment of different subsystems in different regional policies.Setting the benchmark,blue and green target scenarios from the two dimensions of efficiency and fairness;select the fixed asset investment and R&D expenditure based on the policy choices of BTH.Policy control variables such as environmental tax rate,through the sensitivity analysis of policy control variables on system state variables,determine the policy preferences of BTH in investment policy,science and technology policy,and environmental regulation policies,forming a blue-and-green scenario Under the BTH high investment,weak regulation and low investment,high innovation and other 12 policy combinations,and simulation analysis of the impact of various policy combinations on BTH efficiency and fairness.The simulation results show that when Beijing forms a technology investment accounted for 6%,the transportation infrastructure construction investment annual growth rate is 10%;Tianjin forms a fixed asset investment annual growth rate of 6.5%,social security and employment expenditure growth rate of 8.5%;Hebei formation The transportation infrastructure construction investment annual growth rate of 12%,the environmental tax rate to implement the national highest standards of policy portfolio program,BTH can achieve the green target scenario;and then propose: to achieve the BTH industrial eco-economic system cross-regional coordination from the benchmark The green situation transformation should bring into play the combination of policy types such as financial investment,transportation infrastructure construction,social security employment,industrial transfer and environmental regulation in BTH,and a combination of low investment,high innovation and high regulation effect.Finally,combined with the policy combination plan that can realize the green scenario,the policy optimization suggestion of the cross-regional synergy of the BTH industrial eco-economic system is proposed.
