A Study On The Problems And Countermeasures Of Centralized Water Supply And Health Supervision In Rural Areas Of Fujian Province

Drinking water health is an important basis to protect public health,and rural drinking water health has received more attention.Health supervision is an important way to ensure the drinking water health of rural residents.The study on the rural centralized water supply health supervision countermeasures is very important to improve the rural centralized water supply supervision ability of our province.Combining theory with practice,this study through the literature,the analysis of questionnaire survey,supervision and inspection to collect relevant data,realize the centralized water supply is the main way of drinking water of rural residents in our province,rural water supply source in surface water,is more easily influenced by the surrounding environment or industrial pollution,the rural centralized water supply unit of the hygiene license owning rate is low,water purification disinfection rate is low,the water quality self-check ability is poor;The inspection rate of rural drinking water health and safety has not reached the national requirements,and the ratio of grassroots supervision and law enforcement personnel and the configuration of detection equipment are far lower than the national requirements.There are some problems in rural centralized water supply and health supervision,such as low supervision coverage,weak supervision ability and weak coordination between departments in the process of health supervision and law enforcement.The reasons are as follows: the decentralized and partial rural centralized water supply facilities in our province have their own characteristics,which determine the difficulty of health supervision,insufficient supervision and law enforcement ability,insufficient legal guarantee of health supervision,overlapping supervision responsibilities,weak drinking water hygiene awareness of rural residents,and imperfect public participation mechanism.Therefore,it is proposed to construct a diversified rural centralized water supply and health supervision pattern,with the government as the leading role,and various departments coordinating to promote the supervision of rural drinking water industry,so as to give full play to the role of villagers’ autonomous organizations.From the legal system,the construction of the supervision system,the optimization of law enforcement methods,the standardization of lawenforcement behavior and many other aspects to improve the province’s rural centralized water supply health supervision,supervision capacity building;At the same time,it is necessary to establish a sound public participation mechanism and other strategies to provide suggestions and references for improving the centralized water supply and health supervision in rural areas of our province.
