Study On Governance Mechanism Of Black And Odorous Water Body In Nanning From The Perspective Of Collaborative

In the process of urban construction and development,urban ecological environment protection has been neglected,resulting in serious pollution of urban water bodies.Therefore,the treatment of black and odorous water body has become a problem for cities to provide healthy water environment resources.The existing research results at home and abroad focus on the treatment of black and odorous water body from the technical purification to ecological restoration,as well as from the source of pollution to the end of treatment and other treatment technologies.However,how to make up for the defects of technology implementation from the perspective of management methods and coordinate and integrate various related resources is still relatively weak.All these need to be studied and innovated from the management methods and models of the treatment of black and odorous water body.Based on the methods of investigation and comparative study,this paper studies the mechanism of black and odorous water body in Nanning from the perspective of collaborative governance.The research shows that the treatment mechanism of black and odorous water in Nanning City operates well in general,and it has made great achievements in the treatment of black and odorous water such as Nakao River,but there is still plenty of space for improvement,mainly including the work linkage mechanism of government functional departments and the cross regional government cooperation governance mechanism is not perfect,the participation of enterprises and the masses in environmental protection is not high,the policy supply is insufficient,the financial investment is not enough,and the environmental protection publicity is not enough Supporting mechanisms such as transmission and information sharing lag behind.The main reasons are as follows: the local laws and regulations on the treatment of black and odorous water body are not perfect and the multiplebodies are not coordinated and the development concept of supporting fund management system is wrong.Therefore,measures should be taken to improve the coordination ability of multiple subjects by constructing perfect legal basis,constructing the coordination system of governance process,and establishing other coordination mechanisms such as supervision and incentive accountability and performance appraisal.The purpose is to guide the government market,enterprises,social organizations,citizens and other multi-subject cooperation,to solve the problem of lack of coordination and decentralized management,to give full play to the role of various subjects and to form collaborative governance system of black and odorous water body.Finally,this paper provides a reform idea to further optimize the coordination governance mechanism of black and odorous water body in Nanning,and at the same time offers reference experience for other cities to carry out the treatment of black and odorous water body.
