The black and odorous water is the environmental problems produced by industrialization and urbanization at the development stage in most countries at home and abroad.The existence of black and odorous water not only affects the landscape,but also causes people's displeasure and endangers people's life and health.It has even become a major environmental problem that restricts the social and economic development of our country and affects the ecological security.Although the technology and funds are gradually improving in the governance process of black and odorous water in China,the management measures are gradually improving,we need to select a specific water treatment plan using comprehensive evaluation method according to the causes of black and odorous water body,the pollution degree of black and odorous water,water hydrology,hydraulic conditions and complex and changeable distribution conditions of the river town.This paper analyzes the problems existing in the process of the management of black and odorous water in China and expounds the importance of comprehensive evaluation of treatment process in the treatment scheme of black and smelly water.Combining with the produce cause of black and smelly water,river basin characteristics and the current governance to studied and put forward nine appropriate treatment technologies: control the source and intercept pollution,water dredging,water washout pollution,artificial floating bed,artificial add oxygen,bio-film,artificial wetland,stabilization pond,water ecological recovery.The application conditions and control factors of various governance technologies are analyzed.This paper expounds the basic theory,evaluation procedure and procedure of fuzzy comprehensive evaluation.According to the black and smelly water treatment process and contact with the elements that interfering the control measures of black and smelly water to establish the goal and index system of the black and smelly water governance.This paper analyzes and expounds the determining method of the index weight,thus to establish an optimization comprehensive evaluation system which applicable to the black and smelly water treatment technology scheme.It takes the black and odorous water treatment project of the tributary of Shuigui gou in Jialing river basin as the research background and investigates the pollution sources,water hydrology and geographical environment of the river basin in this paper.The characteristics of pollution sources,water hydrological factors are analyzed.Based on the investment scale of the proposed remediation project,the evaluation index system of black and odorous water treatment scheme in this basin isproposed.We can use subjective weighting method(AHP)and objective weighting method(entropy method)to obtain the subjective and objective weight of these indexes respectively.To obtain the comprehensive weight of each index under the assumption that the subjective and objective weight preference is the same.According to the comprehensive weight,the optimal scheme of black and odorous water treatment of Shuigui gou in Jialing river basin is proposed.This paper carries out the related design according the black and smelly water treatment project of Shuigui gou combined with its geography,topography,hydrology,water and coastal habitat distribution in accordance with the concept and objectives of comprehensive governance.
