In order to improve the economic level quickly and effectively,China consumes a large amount of natural energy.Therefore,in the long-term development process,it has caused a series of environmental problems.At present,the continuous expansion of the scale of urbanization and industrialization in national construction,due to the excessive dependence on the natural environment and natural resources,has caused these two factors to a great extent hindered the rapid development of the economy.In order to solve the increasingly serious contradiction between energy supply and demand and environmental pollution,we should pay more attention to the improvement of energy utilization,and increase efforts to develop renewable energy and new energy.According to relevant research results,the level of energy utilization is affected by environmental regulation to a certain extent.At this stage,in the professional field,no consistent conclusion has been drawn on the relationship between these two contents,but China is also trying to impose formal government-led environmental regulations on enterprises and the general public and various types of Environmental organizations led by informal environmental regulations to achieve a "win-win" effect of the environment and the economy.In addition,in the process of corporate governance,the cost burden will increase due to environmental regulations,and it will become more difficult to obtain benefits,resulting in insufficient funds to be concentrated on R&D.In the face of the adverse impact of environmental regulations on business operations,how to use scientific and effective methods to improve energy utilization and maximize environmental cost control is an issue that companies should focus on at present.If the government can provide support to enterprises in this regard,this situation can be effectively alleviated.Based on this,this article has launched a series of related studies around the impact of formal and informal environmental regulations on energy efficiency,whether government subsidies have a regulatory role,etc.,and strives to provide theoretical support for ensuring energy security and maintaining sustainable development of the ecological environment.This paper measures the intensity of formal environmental regulations based on the statistical yearbooks of various provinces and municipalities,and then uses the average wages of the employed people in urban units,education level(the proportion of tertiary education and above),age structure(the proportion of people under 14 years of age)and cities Population density is used as an attribute index to measure the intensity of informal environmental regulation in China from 2004 to 2017 using the entropy weight method.The results show that the overall formal environmental regulation intensity of China has fluctuated in the early stage,and it did not gradually stabilize until 2016,while the intensity of informal environmental regulation is gradually increasing.In terms of regions,whether it is formal or informal environmental regulation intensity,the eastern region is higher than the national average,while the central and western regions are lower than the national average.It can be seen that there are regional differences in China's environmental regulation intensity.Using the inter-provincial input-output indicator data from 2004 to 2017,based on the stochastic frontier Cobb-Douglas production function model,the energy efficiency value of each province and city was calculated,and the results showed that: judging from the changes over the years,energy efficiency has been in a continuous and steady decline.At the same time,the status of each region is discussed.Compared with the national average,the western region,central region,and eastern region show little difference,and energy efficiency has maintained a downward trend.Taking the panel data of 30 provinces and municipalities in China except Tibet from 2004 to 2017 as samples,formal and informal environmental regulations are used as explanatory variables,energy efficiency is used as the explanatory variable,and government subsidies are used as the regulating variables.As a control variable,the panel data model is reasonably established,and the impact mechanism between energy efficiency and informal and formal environmental regulations is analyzed based on the use of the model,and whether government subsidies can scientifically and effectively regulate the mechanism.The research results show that the relationship between the intensity of formal environmental regulations and energy efficiency is inverted “U”,that is to say,energy efficiency will show an upward trend when the intensity of formal environmental regulations increases within a certain range until the intensity is greater than At a fixed threshold,the trend of energy efficiency will no longer appear to rise;The relationship between the intensity of informal environmental regulations and energy efficiency is "U",that is,when the intensity of informal environmental regulations begins to increase,energy efficiency shows a downward trend,but when it drops to a certain threshold,as the intensity of informal environmental regulations continues to increase,energy efficiency will show an upward trend again;The interaction between the intensity of informal environmental regulations and government subsidies is significant and positive;The interaction between the intensity of formal environmental regulations and government subsidies is not significant.Finally,according to the research results,the following policy recommendations are proposed from the macro and micro levels: appropriately increase the intensity of informal environmental regulation;adapt the intensity of environmental regulation to local conditions;improve the environmental information disclosure system;increase investment in research and development;promote energy-saving and emission reduction technologies;and actively develop a circular economy.
