A Strategic Study On Environmental Regulation Among Local Governments

Since China's reform and opening up,China's rapid economic development,in2019 China's GDP reached 99 trillion,growth of 6.1%,is located in the world,has achieved the unprecedented achievement.Economic development has brought great pressure to the environment,industrial large amounts of emissions of sulphur dioxide,industrial soot and industrial waste water lead to air pollution,water pollution and soil pollution problems appeared gradually,not only affects people's health,but also can destroy people's living environment,serious area even threatening the people's life safety,release the environment did not achieve the effective governance of the signal.The government responded positively,but with less than ideal results,the reason may be poor regional co-operation.In this context,this paper analyzes the strategic interaction mechanism and empirical research of local government environmental regulation by combing relevant literature and combining the research results of domestic and foreign scholars.In terms of theory,this article combed the environmental regulation,environmental policy and the influence of empirical research and strategy of local government competition between regions of the interactive behavior of literature review,found that most of the existing literature of transboundary environmental problems based on provincial panel data inquiry,sample number less,not to explore the interaction of environmental regulation at prefecture level.In the Chinese-style fiscal decentralization system,political incentives and fiscal incentives are the root cause of the competition between local governments.Local officials no longer just "closed doors",but began to pay attention to the behavior of their competitors,so as to increase regional fiscal revenue and occupy high resources.In terms of the mechanism analysis of the impact of local government competition on environmental pollution,this paper analyzes the current situation of environmental policy choice and inter-local government research,further analyzes the theoretical mechanism of environmental policy choice,inter-regional competition and macroeconomic fluctuation,and finally explains the impact path of local government competition on environmental pollution.For the sake of economic development,local governments tend to implement lax environmental regulations,with a relatively low balance of environmental regulations,that is,development before governance at the cost of the environment.Based on the empirical and a ground level above 272 cities in China in2007-2016 panel data for empirical foundation,select industrial sulfur dioxide,industrial dust,industrial waste water and the comprehensive index for environmental regulation variables,construct the spatial error model and spatial lag model,combining with the geographical spatial weight matrix,economic space matrix,economic geography spatial weight matrix and economic geography space nested weight matrix,the interaction of environmental regulation competition between local governments identification and analysis,the empirical results and robustness tests.The results show that the environmental pollution between cities shows a positive spatial correlation,and the environmental pollution in adjacent areas can aggravate the environmental pollution in this region.There are complementary strategies and interactions in local environmental regulation.The interactive behavior of local government's environmental regulation strategy has different response degree to different pollutants.Geography is the most important factor affecting the interaction of environmental regulation strategies of local governments.According to the above research results combined with China's national conditions,this paper finally gives relatively practical policy recommendations: strengthen environmental governance and supervision centralization,overall control of environmental protection;Identify environmental protection areas and coordinate regional interests;Improve the assessment system,into the environmental assessment indicators;We will improve ecological compensation and clarify regulatory responsibilities.The importance of environment to people's production and life is self-evident.This paper provides a reference for the formulation and implementation of environmental policies in China by exploring the strategic interaction of environmental regulations between local governments.
