Quantitative Research On Contents Of River Pollution Prevention Policies In China

Under the background that rivers in our country are still polluted and the central government strives to prevent and control river pollution,this paper has launched quantitative analysis and research on a series of policies aimed at preventing and controlling river pollution issued by the central government.This paper finds the trend of policy evolution,the characteristics of the main body of the document and its joint situation,the focus of the policy objectives,the choice and deficiencies of the policy tools,which can help the prevention and control of river pollution.This article selects64 central-level policy documents that are closely related to river pollution prevention and control as a sample,based on the existing research,a quantitative analysis of policy content is used to construct a four-dimensional analysis of "time-subjecttarget-tool" framework to analyze the basic characteristics of the policy literature.The study concludes that,in terms of external attributes,the phased characteristics of China's river pollution prevention policy release are obvious,and the number of policy releases is on the rise.The number of major departments issuing policies is limited,and the policies issued by a single department as the main body account for the vast majority of departments.In the process of formulating and policies,coordination between departments is relatively weak.In terms of internal structure,different policy objectives are valued differently,and different policy objectives and their sub-objectives use different policy tools.The use of policy tools is mainly dominated by command and control,and the role of economic incentives and voluntary policy tools is limited.Also,use different strategy tools at different stages.From the beginning,they almost relied on command and control policy tools.Later,the proportion of economic incentive policy tools and voluntary policy tools continued to rise,but remained relatively low.In light of the results shown in the study,the author believes that it is necessaryto strengthen the coordination of departments in the formulation of river pollution prevention and control policies,increase the application of economic incentive and voluntary tools,and increase the supply of policy tools that strengthen technological support and conserve water resources.This can further optimize policies,provide better guidance for local policy implementation,and help China's river pollution prevention work achieve better results.
