The relationship between man and nature is the most basic relationship in human society.Since the reform and opening up,in the process of economic development,China has continuously emphasized the sustainable development of natural resources.The land resources in protected areas serve as the basis for various species and vegetation.Whether they are effectively protected and scientifically managed plays a role in the ecological environment.critical use.From July 2018 to December 2018,the incident of illegal villa construction in Qinling highlights the contradiction between the protection and utilization of resources.During the rectification process,it was exposed that the relevant departments were not strictly supervised,policy implementation was not thorough,and the effect of policy governance was poor.These issues indicate that under the existing policies,the land resources in Qinling Nature Reserve have not been scientifically managed and effective protection has not been achieved.Therefore,the evolution characteristics of land policies in Qinling Nature Reserve are studied,and the concerns behind the policy changes are studied.Institutional logic and evaluation of existing policies to identify deficiencies is extremely important.This article takes the Xi'an section of the Qinling Nature Reserve(hereinafter referred to as the Qinling Nature Reserve)as the research object,taking into account the characteristics of the land resources of the Qinling Nature Reserve,using Michael Howlett's classification of policy tools,and classifying policy tools as voluntary based on the degree of coercion(Non-mandatory),mixed and mandatory,while adding the Y dimension—the policy object and the Z dimension—the policy level to build a three-dimensional policy analysis framework for the policy.Through the analysis of each dimension,the evolution characteristics of the policy are obtained.Then,based on the theory of institutional change,the institutional logic of policy evolution is derived from the three aspects of "environment","benefits" and "attitudes" : The change of the institutional environment has caused the country and the public to weigh the economic and ecological benefits,and then Affecting the degree of preference for the protection and utilization of land resources in the policy,the change in attitude of focusing on ecological benefits instead of pursuing economic benefits has become an important factor in the evolution of land resource policies in protected areas.Finally,a Policy Modeling Consistency model(hereinafter referred to as the PMC model)was constructed to quantitatively evaluate the existing local policies in Qinling Nature Reserve.The results show that the overall policy is on the rise,with a good level of policy accounting for 54.5%,and the rest are acceptable.Level;the PMC index scores are high in the five aspects of policy timeliness,policy level,policy function,policy content,and policy disclosure,while the scores are biased in five aspects of policy nature,guarantee incentives,policy areas,policy evaluation,and land resource utilization methods.Low,therefore,future policy improvement should start with the above five aspects.In order to promote the sustainable development of land resources in Qinling Nature Reserve,this paper not only provides suggestions for relevant departments to formulate land planning,management and protection policies,but also provides reference for further strengthening the planning and management of land resources and improving the protection level of land resources.
