Study On Wetland Protection And Management In Guandu District,KunMing

Wetland is the kidney of the earth,an important ecosystem and a precious natural resource.It plays the role of "water tower" and "gene pool" in the national ecological security strategic pattern,and has a significant "carbon pool" function in coping with climate change and regional carbon cycle.However,with the rapid development of urbanization,industry,agriculture,population growth,pollution and so on,the wetland ecosystem is seriously damaged,and the wetland ecological area is greatly reduced.This natural ecosystem,known as the kidney of the earth,is in a precarious situation.Since the conclusion of wetland convention,the international community has paid more and more attention to wetland protection and management.Wetland plays an important role in environmental protection and has become the focus and hot spot of current research.In this paper,literature research and field investigation are used.Firstly,the research status and related theoretical basis of wetland protection and management are described.Secondly,the status quo of wetland protection and management in Guandu District of Kunming city is introduced and elaborated from the aspects of management subject,management measures and management effectiveness,which provides practical basis for the analysis and discovery of the next problems,This paper analyzes the problems and causes of wetland protection and management in Guandu District of Kunming City from the perspective of the overall governance theory and policy network theory,and finds that the main problems of wetland protection and management in Guandu District are as follows: 1)the effect of cyanobacteria governance is not good;2)the loopholes of open wetland park management;3)the inadequate release of wetland environmental benefits;4)the management of wetland in the lake estuary The main causes of the problems are: 1)lack of special wetland management institutions and multi management;2)lack of long-term guarantee mechanism for wetland protection funds;3)mismatch between the construction of Dianchi Lake Wetland and the urban development speed of Kunming City;4)inadequate management of wetland water pollution;5)five functions of wetland humanities to make full use of wetland effectively Finally,the paper puts forward relevant countermeasures from the perspective of the overall governance theory and policy network theory for the wetland protection and management problems in Guandu District,including: first,improve the relevant laws and regulations of wetland protection and management;second,establish the scientific management mechanism of wetland protection and management;third,strengthen the relevant technical intervention of wetland protection and management.
