The Status And Problems Of Safety Production And Management Countermeasures Research Of Medium-small Enterprises In Huiyang District

Small and Medium Enterprises(SME) promoted the development of social productivity, and are playing a more and more important role in maintaining social stability, economic growth, expanding employment, and activating market and increase financial income. However, some SME operators attach importance to production efficiency and look down on production safety and occupational health, thus production safety accidents occur frequently and cause serious negative effect to society. Therefore, in-depth study on present situation and existing problems of production safety of SME, exploring safety management countermeasures to promote SME, containing production safety accidents of SME effectively, and solving the bottleneck problems that restrict the development of safe production continuously and healthily are both necessary.In recent years, governments have been revised to implement laws and regulations such as "Law on Prevention and Control of Occupational Disease" and "the Production Safety Law", and the State Administration of Work Safety had successively promulgated laws and regulations of form a complete set of regulations and documents in order to better guide to improve production safety and occupational health status of SME. The paper designed the questionnaire based on the current relevant laws and regulations of production safety and the safety in production process control index system, and conducted an investigate treating the safe production status quo of SME in Huiyang district as an example. Study on present situation and existing problems of production safety of SME in Huiyang district, and study practical countermeasures from two aspects of enterprise safety management and the government safety regulation, and has important practical significance to promote the safety sustainable development of SME of the district, the city and the Pearl River Delta.According to the statistic and analysis results on production safety accident of SME in Huiyang, combining with the author's years of safe production supervision, and put forward safety production management countermeasures systematically from improving the level of internal security management of SME and strengthening external guidance and supervision of government agencies. They are:One from optimizing the safety management organizational structure and personnel configuration, improving the system of enterprise safety education and training, establishing and improve enterprise security management mechanism, establishing and improve the enterprise safety investment system, strengthening enterprise safety culture construction to raise the level of internal security management of SME; Two from increasing invest in manpower, material resources and money to build and optimize the system of government supervision and administration of production safety, increasing the inspection frequency and strength of safety in production of SME, promoting and guiding the safety production standardization construction of SME safety in production inputs and increasing reward subsidies for SME, strengthening production safety education and training of publicity, actively encouraging SME to insure liability insurance of safe production and other external guidance and supervision.
