Forty years since the reforms have been launched,Japan has gained rapid development. At present, during the rapid development process, the endless promotion of the land is completed. However, since the start of the project, the company has a large scale and has been a member of the environment. For practical reasons, the resolution of environmental protection is inconsistent, and the government of Japan has completed the establishment of environmental protection.Investigating the environmental effects of the enterprise, such as the summary of the enterprise, the textual analysis of the harmony index, the description of the nature of the environment, the description of the behavior of the enterprise,Research and construction of a policy of submitting an exhibition to a non-identical company collection since the establishment of a national environmental policy.First of all, this article summarizes the relevant theories and existing literature on environmental regulation and industrial agglomeration with the definition methods commonly used in academia, and finds that there is less research on the impact of environmental regulation on the agglomeration mechanisms of different types of enterprises, and most of them only focus on the impact of environmental regulation on industrial agglomeration Impact without specifically analyzing the impact on different types of enterprises.Second,a descriptive statistical analysis of the current state of environmental regulation in China.By analyzing the current state of development of environmental regulation,we find that after years of development,China's environmental regulation policy has become increasingly perfect, and at the same time,it has steadily advanced in continuous reform and development. Then, this paper constructs a location entropy index to measure and analyze the agglomeration of enterprises in the eastern and central provinces of China. It is found that from 2006 to2017,it was found that the concentration of different types of enterprises in various provinces in China has shown a significant change trend.Based on the "Porter hypothesis" theory, the theory of industrial agglomeration, and the "pollution haven" hypothesis, foreign direct investment, technological innovation, and transportation facilities construction are used as intermediate variables to study the transmission mechanism of the impact of environmental regulations on the agglomeration of different types of enterprises. And use industrial data from 30 provinces, cities and autonomous regions in China from 2006 to 2017(except Tibet,Hong Kong,Macao and Taiwan)to establish a fixed effect model. The empirical results show that environmental regulation has a significant impact on the agglomeration of some different types of industrial enterprises.Collectively, environmental regulation reduces the industrial agglomeration of state-owned and collective enterprises, and environmental regulation has a positive and high impact on the industrial agglomeration of foreign-funded and foreign-funded enterprises.Obviously, for private enterprises, the impact of the implementation of environmental regulations on the degree of industrial agglomeration is not significant. On the other hand, environmental regulations have different impact mechanisms on the aggregation of different types of industrial enterprises. For state-owned and collective enterprises, foreign direct investment, technological innovation and transportation infrastructure all have a crowding-out effect on the aggregation of state-owned and collective enterprises, but environmental regulations are reduced. This shows the negative effects of foreign direct investment, technological innovation and transportation infrastructure on corporate agglomeration, while fixed asset investment and wage levels have significantly promoted the agglomeration of state-owned and collective enterprises. For foreign-funded and foreign-funded enterprises, transportation infrastructure and foreign direct investment have significantly promoted the agglomeration of foreign-funded and foreign-funded enterprises, but environmental regulations inhibit the impact of transportation infrastructure and foreign direct investment on the aggregation of foreign-funded and foreign-funded enterprises.
