A Case Study On The Implementation Of Environmental Stewardship Model In Q Industrial Zones

The Nineteenth National Congress of the Communist Party of China proposed to firmly establish the concept of environmental protection and adhere to the green development path and solve the outstanding environmental problems concerned by the masses.The slogan “Lucid waters and lush mountainside are invaluable assets” is deeply rooted.The party,the state,and all walks of life attach great importance to environmental protection work.Environmental protection work is ushering in a new situation.On the one hand,by strengthening environmental protection work,ending the extensive economic growth model and achieving high-quality green development;On the other hand,by promoting the development of environmental protection-related industries,new green economic growth points can be cultivated.As the carrier of regional industrial enterprises,the quality of environmental protection is directly related to the excellent level of regional environmental quality.For a long time,there are many problems in industrial parks,such as backward environmental protection concepts,single management models,delayed learning of environmental protection laws and regulations,lack of environmental management personnel,and weak professional skills of environmental protection personnel.These factors have severely restricted the environmental management level and environmental quality of the industrial park.In2016,the former Ministry of Environmental Protection of the People’s Republic of China put forward the concept of environmental stewardship in the “Guiding Opinions on Actively Playing the Role of Environmental Protection to Promote Supply-Side Structural Reform”,and put forward new ideas and conceptions for environmental management and service in industrial parks.This article takes the Q industrial park’s implementation of the environmental stewardship model as an example.Through the collection of relevant literature,the connotation and service content of the environmental stewardship are introduced.The environmental management models of domestic and foreign industrial parks and the research results of environmental stewardship are analyzed.The background,social conditions,policy conditions,resource conditions,key measures for implementing environmental stewardship in the Q Industrial Park,and the reform measures adopted by the park to implement the environmental stewardship model were introduced.Thenew public service theory,third-party management theory,government process reengineering theory,and multi-governance theory are used to deeply analyze the key measures implemented by this model,to guide the development of practice with theory,and to provide support for further expansion of the theory based on the practice foundation.Through interviews with relevant staff members,we learned about the constraints in the implementation of the model.After an in-depth analysis of these constraints,we proposed to improve the market access and exit mechanism for environmental stewards,improve the mechanism for purchasing environmental stewards service,and improve the evaluation of environmental stewards service.The mechanism and suggestions for improving the public supervision mechanism for information disclosure,make the operation mechanism of the environmental protection stewardship model more complete and further enhance the value of model promotion.
