In the increasingly competitive market environment,petroleum enterprises are facing more opportunities and challenges.Talent,especially high-level talents,has become an important source to promote the healthy development of enterprises.Therefore,how to avoid risks and seize opportunities depends not only on the efficiency of enterprise management decisions,but also on the development and utilization of talents,especially high-level talent resources.Effect of Shengli oil field by historical factors,there are still some gaps in their own systems,management policies,operation mechanism and modern enterprise management system,especially the high level talents in the management of human resources lack of effective incentive mechanism,it is difficult to attract and retain good even with high level talents,seriously restrict the core competitiveness of enterprises.This article takes the current situation of high level talents incentive in Shengli Oilfield as the research object,the use of human resources management incentive theory,firstly,summarizing the relevant theory about talent incentive mechanism,theoretical basis and application environment of the talent incentive mechanism,reveals the talent incentive mechanism application achievements in petroleum enterprises and advantage;secondly,combining with the investigation questionnaire system analysis of Shengli oilfield high level talents analysis the problems and causes of current situation,motivation,provide a realistic basis for the research work.On this basis,from the growth,development,environment,salary,training in five aspects of Shengli oil field high level talents incentive mechanism satisfaction,find the existing problems and reasons,put forward the construction scheme,finally puts forward the safeguard measures from the system,policy,operation and other aspects,to promote the quality and efficiency of Shengli oil field sustainable development to provide help for the state-owned oil and gas enterprises improve the high-level talents and provide the reference of incentive mechanism.
