With the accelerating process of energy structure transformation,the proportion of China's natural gas dependence on foreign countries has grown rapidly.This has caused serious negative impact on China's energy security and transformation process.Therefore,the development of unconventional natural gas resources such as coal-bed methane has become the consensus of the entire society.However,the facts prove that there has been no significant breakthrough in the output of CBM energy since China achieved large-scale development.This means that the macro environment for coal bed methane development in China still faces many problems that need to be solved and these problems have seriously affected the development of coal bed methane in China.Through combing the research status at home and abroad,the PEST model was selected as a qualitative analysis model to study the macroscopic environment of CBM development in China.Based on this,it uses the analytic hierarchy process and fuzzy comprehensive evaluation method to evaluate the macro-environment of CBM development in China.We can find that the macro environment for coal bed methane development in China is facing many problems.In addition,in order to ensure that the proposed countermeasures have certain practicality and effectiveness,through further analysis of foreign status construction about macro environment for CBM development,comparative analysis method is used to find out the excellent developmental experience that is beneficial to the solution of the macro environmental issues in China's CBM development.According to the evaluation results,problem analysis and experience,we can learn that four aspects of policy,law,economy,society,and technology should be worked together to build a favorable macro developmental environment for coal bed methane in China and achieve to create a good macro environment of vision as soon as possible.
