Study On Problems In Grid Supervision Of Safety Production In Lijia Town Changzhou City

With the continuous advancement of China's industrialization process,China has become a veritable world factory and an unshakable manufacturing power.Safety production is an important guarantee for the rapid development of industrial economy and the sustainable stability of society.At the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,it was also clearly mentioned that work safety responsibility should be implemented,scientific supervision should be improved,and early warning mechanism for work safety should be established by two systems of hidden danger investigation and prevention and control.However,in recent years,the number of safety production accidents is still high nationwide,especially the "3.21" explosion accident in 2019,which caused great losses and bad social repercussions.How to do a good job in current work safety,how to give full play to the advantages of grid supervision of work safety,has become an urgent study focus.Based on the current situation of grid supervision of safety production in Lijia Town,Changzhou City,from the perspective of public administration,guided by the theory of good governance,the theory of collaborative governance and the theory of seamless government,this paper comprehensively uses the relevant study results at home and abroad for reference,and adopts literature method,questionnaire and other study methods to deeply explore the rights and responsibilities of grid supervision of safety production in Lijia town in the supervision system The problems in distribution,professional ability of employees,implementation of the main responsibility of the enterprise,difficulties in law enforcement of on-site hidden dangers,platform integration and logistics support are analyzed.On this basis,it puts forward countermeasures and suggestions to further improve the grid supervision level of work safety from six aspects: first,optimize the list of responsibilities,clarify the division of responsibilities,reduce the cross administration and supervision blind area;second,introduce social forces to achieve multi governance,give full play to the main responsibility of enterprises,enthusiasm of the masses for supervision and cooperation with third-party institutions;third,focus on improving supervision The administration level is to achieve more effective supervision through the improvement of personnel quality and the improvement of assessment system.The fourth is to strengthen the legitimacy of supervision,comprehensively standardize supervisionbehavior,and strengthen supervision with system and evidence.The fifth is to optimize the information platform,integrate and promote the grid information process of safety production supervision,and realize dynamic supervision.The sixth is to improve the level of logistics support and improve logistics support workers At last,it discusses the development of township work safety supervision brought by the reform of emergency administration system.The practice of grid supervision of work safety is not long and has a long way to go.This paper studies the practice of Lijia town in Changzhou,hoping to provide some basic materials for relevant researchers,and provide some experience for similar towns to implement the responsibility of grid supervision of work safety and improve the measures of grid supervision of work safety.
