Research On Safety Production Supervision Problems And Countermeasures In Hekou District Of Dongying City

Safey production concerns the safety of people’s lives and property,and bears on the overall situation of reform and development.This is General Secretary Xi Jinping’s important instruction on safe production.With the rapid development of economy,the continuous advancement of industrialization and urbanization,new problems and situations arise in safety production.Accidents in the field of safety in production emerge in endlessly,and the contradiction between safety in production and economic development is becoming increasingly prominent.At the same time,due to the close relationship between safety in production and the people,the whole society has been constantly improving attention to safety in production..Severe situation and increasing attention put forward higher requirements to safety production supervision.However,compared with the development of safety production supervision in recent years,we can clearly see that the capacity of safety production supervision can’t meet the needs of economic and social development,laws and regulations are not sound,law enforcement is insufficient,emergency rescue capacity is indequate and the foundation of safety production is weak.These problems lead to the difficult task of safety production supervision,especially in the grass-roots performance of the safety supervision department is more obvious.In this paper,the behavior of the grass-roots county and district governments in safety supervision is taken as the research object.Taking Hekou District of Dongying City as an example,a key national hazardous chemicals supervision area,the current situation and existing problems of safety supervision in Hekou District are analyzed by using the methods of literature,case analysis and comparative analysis,and the advanced experience of safety production at home and abroad is compared.Find solutions and put forward suggestions for improvement.Firstly,the importance of safety production supervision and the research content of grass-roots safety supervision are analyzed,and the grim situation faced by supervision is summarized.Based on the theories of crisis management,system safety and social combustion,this paper discusses the importance of doing a good job of grass-roots safety supervision.Secondly,this paper systematically analyzed the current situation of safety production in Hekou District from the basic situation of safety supervision,the safety supervision system,and the development and effectiveness of safety supervision in recent years.It is concluded that there are some problems in the safety supervision work of estuary area,such as the low safety level of supervision enterprises,unclear responsibilities of safety supervision departments,insufficient hardware guarantee of safety supervision,unreasonable safety planning of enterprises,and insufficient emergency rescue capability of safety production.Finally,this paper studies and summarizes the advanced experiences in safety supervision athome and abroad.Through the research,it is found that the advanced experience of safety supervision in the United States,Japan,Germany,Shenzhen Baoan District,Xiamen Siming District and other places in China can be used for reference.On the basis of the advanced experience,it is based on the system and mechanism,team building,information construction,education and training,emergency rescue.Improvement measures are put forward in order to continuously improve the level of safety supervision in estuary areas through the implementation of these measures.
