The transformation of the large-scale design institute to the engineering company is an important strategic choice.The essence is the project management transformation of the whole process,which includes a series of integrated services including design,procurement,construction,driving,post-service and engineering consultancy,maximizing the advantages of technical resources to make design play the leading role in the project construction to overcome the design,procurement,construction out of each other's ills,otherwise a reasonable cross and convergence,to shorten the duration,ensure quality and save investment.At the same time there are drawbacks of registered capital and the scale generally small,poor ability to resist risks in the main contracting business,rather poor ability for procurement,lack of a complete supply chain system and other malpractice.The subject of the research-Xinjiang Petroleum Engineering Co.,Ltd.,in August 2016,was entirely transferred to be under China Petroleum Engineering Construction Co.,Ltd.(CPECC),with strategic development orientation,organizational settings,human resource allocation,market layout adjustment facing serious challenges.This paper will start from the main objectives of the research subject transformation,analyzing various data of initial stage of the transformation development,investigating problems existing in different management and production levels,checking the organization,comparing business ideas,analyzing major economic indicators year by year and the status of human resources this year,through SWOT analysis and the fish bone diagram,to reach the core issues and causes effecting the transformation development so as to give a full presentation of the advantages and disadvantages on the way to the transformation of research subject and then we can give a more objective,general and scientific analysis of the specific elements effecting transformation development.Ultimately,through organizational adjustment,human resources training and allocation,optimizing the market structure,consolidating the core technology and continuously improving the general contracting business,we put forward the necessary measures to solve the current problems and provide a more complete solution for the transformation development of research subject.
