Native Experience In Ecological Governance

As an ecological barrier,Qinghai-Tibet Plateau is of great significance to China's ecological security.In recent years,the grassland degradation of the Qinghai-Tibet Plateau has been getting serious,so that ecological management is urgent.For practical ecological management,there are two voices.One is the activity relies on scientific or common knowledge which has been dominant in national ecological governance for many years,and the other is the activity relies on native knowledge that has gradually attracted attention in recent years.Zoige Grassland,located in the northeast of the Tibetan Plateau,is rapidly getting closer to a desert.Local herder Zhaqiongbarang appealed to local herders and put his local knowledge into practice.He has successfully managed and restored more than 30,000 acres of desertified grasslands and wetlands."Native experience “,” local herders and "culture" are the contents that Zhaqiongbarang has always emphasized in the process of sharing ecological management experience.Based on this,this research takes Zoige wetland in Qinghai-Tibet Plateau as research object and focuses on the specific ecological practice of Zhaqiongbarang as research content.The research is presented as a personal history and conducts both theoretical and practical research on the way Zhaqiongbarang has governed the ecological management.On the one hand,the review of his process of ecological governance will reveal how local experience can be used in the local ecological governance.On the other hand,by analyzing a series of measures to awaken herdsmen's cultural awareness in the process of ecological governance,the logical relationship between local culture and herdsmen's participation in ecological governance will be clarified.With the help of this research,it was found that in the ecological management of the Zoige grassland,the way that Zhaqiongbarang awaken the culture awareness of local herders,encouraged herdsmen to participate and borrowed herdsmen's power,complies with sustainable development.During the practical governance of Zhaqiongbarang's ecological management,native experience,as the core content,is a combination of local and scientific knowledge.It was significant and effective to mobilize herders so that they could apply local experience to ecological governance practices,and the whole process was risen from purely technical level to the level of awakening cultural awareness.Spreading the wisdom of herders and enhancing cultural self-confidence runs through the process of deepening ecological governance practices.As local elite,Zhaqiongbarang has protected local traditional culture and herdsmen's dignity.He has elevated herdsmen's confidence through a series of measurements as spreading herdsmen's wisdom and awakening cultural awareness.His accomplishments extend from the establishment of cooperatives in order to promote the deepening of ecological management,the establishment of Zhaqiongcang Ecological Cultural Exchange Center and the development of cultural tourism to spread the wisdom of herders,the establishment of ecological exhibition halls to protect the traditional nomadic ecological culture,the production of documentaries to protect the herdsmen's dignity,the improvement of herdsmen 's self-confidence to the hosting of “home” which awakens herdsmen's cultural awareness.Protection of herdsmen's dignity and improvement of herdsmen's self-confidence have greatly stimulated the enthusiasm and confidence of local herdsmen to participate in ecological governance,the sustainability of practical ecological governance is promoted.The value of this study are as follows: On the one hand,it can be imitated by other regions during participating in local ecological governance.On the other hand,it helps to clarify the relationship between local knowledge and scientific knowledge.Local knowledge in ecological governance plays a role in coordinating the harmonious coexistence of humans and natural ecosystems,while scientific knowledge stands for the skills to motivate the construction of ecological civilization with higher efficiency.It is an effective method in ecological governance to form a dual organic unity between local knowledge and scientific knowledge and assistance from local elites and local environmental protection teams.
