Research On The Evaluation Of The Development Level Of Low Carbon Cities In Shaanxi Province

Large amount of greenhouse gas emissions caused by human activities,climate warming,environmental degradation and other issues need to be solved,so the concept of "low carbon" is born at the right moment.As the largest carbon carrier,city is an important subject to achieve sustainable development and carbon emission reduction.The construction of low-carbon cities in China has been in full swing.As an important provinces in the western region,Shaanxi Province is also one of the first low-carbon pilot provinces in China ang has already had certain development foundation.How to complete the low-carbon transformation without restraining the good development of economy and society is an urgent problem to be solved.Therefore,if we can evaluate the development level of low-carbon cities in Shaanxi Province,and identify their advantages and disadvantages,for Shaanxi Province to achieve sustainable development has a long-term and important significanceBased on the study of domestic and international studies on the "low-carbon cities",this paper combines sustainable development theory,macro carbon performance theory and macroscopic carbon accounting theory to evaluates the development level of low-carbon cities in shaanxi province from four aspects:low-carbon economy,low-carbon life,ecological environment and carbon emission,and tries to solve the contradiction between urban development and climate environment.First of all,the carbon emission is the key content to start with a general overview of low-carbon cities in shaanxi province.Then from the low carbon economy,low carbon society,ecological environment three aspects of the development of low carbon city in shaanxi province to elaborate the status quo of the development of low carbon city,this paper for the later construction of low carbon city development level evaluation system laid a foundation to provide practical support.Combining with the theory of regional carbon performance,a total of 11 indicators were selected from the three aspects of low-carbon economy,low-carbon life and ecological environment to evaluate the development level of low-carbon cities in shaanxi province.Through the evaluation and analysis,it is concluded that the development level of low-carbon cities in shaanxi province from 2010 to 2018 shows an upward trend,but there is a large gap.Xi’an is in an advanced stage of low-carbon city development Xian ’yang city,Bao ’ji city,yan ’an city,An ’kang city,Han ’zhong city low-carbon city development level in the intermediate stage;Yu’lin,Shang’luo and Tong ’chuan are in the primary stage.Wei ’nan is at a low stage.Finally,according to the above analysis results,this paper puts forward the corresponding Suggestions.
