The Empirical Research Evaluation Index System Of"Two Type Society"Construction And Regional Comparison

Abstract:With the rapid development of China’s economy, waste of resources, environmental damage has become a important barrier which threat to the healthy development of our country economy. In order to shift the extensive growth pattern of the economy for a long time, the government introduced a series of reform measures. In2005, the communist party of China proposed construction of the fifth plenary session of the16th outline of "two type society" formally, and in2007set up the Wuhan city circle and Changsha-Zhuzhou-Xiangtan urban agglomeration as the comprehensive reform pilot area for "two type society" construction. Government tries to build a "resource-conserving and environment-friendly" society, to shift our economy from the extensive growth mode to intensive economic growth mode. Due to the differences between the development of regional economic in our country, it is necessary to establish a set of evaluation index system for evaluation of regional degree of "two type society" construction, and to make clear the direction of construction of "two type society" in each region.Firstly,this article build the evaluation index system of "two type society" for level4from the economic development, resource saving, environment friendly, innovation ability and social harmony, based on this evaluation index system, we built streamline index system of "two type society". Secondly, from "two type society" evaluation streamline index system, we use comprehensive index method to mark for China’s31provinces from2006to2012, and municipalities directly under the central government, and mark scores for China’s eastern, central and western use weighted average calculation. Finally, according to the result of the total score of each region, we compare each other in horizontal and vertical, and compare China’s eastern, central, western in horizontal and vertical. For compare construction situation of "two type society" of different regions in our country in detail, we compare the relevant index of each provinces and the eastern, central and western region from the economic development, resource saving, environment friendly, innovation ability and the social harmony respectivelyThrough the above analysis, we found the total scores of the construction of "two type society" of the provinces increasing year by year, most of the higher total score provinces is from the eastern coastal region, and the central provinces is slightly lower, western provinces is lowest. Through discussing the main factors of restriction of all provinces for the construction of "two type society" from economic development, resource saving, environment friendly, innovation ability and social harmony, we found the construction of environmental protection, social harmony index are ignored in the western region in different degrees, combined with the innovation ability is generally low, the overall level of two type society is low. And then according to the problems in the construction of "two type society" in various areas, combined with foreign advanced experience, we put forward policy Suggestions from the new industry system, the construction energy conservation and emissions reduction for the whole project, strengthening legislation, perfecting the construction of infrastructure respectively.
