With the rapid development of gobal urbanization and industrialization, environmental issues have become a major concern of all countries in the world.Traffic emissions have already become one of the most important sources of air pollution.Hence,a series of traffic management policies have been implemented in many cities, aiming at alleviating traffic congestion, reducing traffic emissions and improving air quality.Apart from that, special events such as strike, temporary driving restircions, can also have impacts on traffic emissions. This paper investiages the impacts of driving restriction based special events and driving restriciton on traffic emissions and air quality. The main contents are as follows:(1)This paper analyzes the exsiting detection technologies and determine the most suitable data base, namely license plate recognition(LPR)detection data. The characteristics and applicability of several commonly used motor vehicle emission models are analyzed, and COPERT model is taken as the basic calculation model At the same time, regression analysis and discontinued regression analysis are determined as the basic methods to analyze the impact of traffic management measures on the overall air quality of the city.(2)Taking taxi strike in Nanning as an example, this paper explores the impact of limiting taxis on urban motor vehicle emissions.Three working days are considered to analyze the changes in quantities of traffic emissions before and during the taxi strike. The temporal and spatial features of traffic emssions before and during the taxi strike are also analyzed. The results indicate that the quantity of emissions of CO,HC,NOX,PM,CO2and fuel consumption have reduced by 12.54%,12.98%,8.01%,7.80%,11.33%,and11.33%after the taxi strike. However, the temporal and spatial features of traffic emissions did not change significantly.Meanwhile, the imapcts of taxi strike vary with different individual road segment.(3)Taking the driving restriction in Langfang as an example, this paper investigats the impacts of odd-and-even driving restrticion polices on traffic emissions when compared to those under one-day-per-week driving restriction policy.Apart from that, the descrpitve analysis, regressive analysis, and discontinued analysis are applied to investigate the impacts of odd-and-even driving restriction policy on air qulity. To distinguish the impacts of drivig restriction policy from central heating, the regression analysis considering traffic emissions is also conducted. The results show that, during the implementation of odd-and-even driving restriction policy, the traffic emssions on workdays have decreased by 0.87%to 6.09%,and those on weekend have decreased by3.13%and 8.75%.However,the impacts on temporal and spatial features of traffic emssions are not significant.Meanwhile,odd-and-even driving restriction policy did not have obvious impacts on air quality and pollutant concentrations.(4)Impacts of odd-and-even driving restriction on air quality in multiple cities are analyzed, and the results indicate that odd-and-even driving restricon did not affect the air quality significantly.
