In recent years,China's Marine economy has developed rapidly,with more frequent trade between countries,increasing demand for maritime traffic,and more complex maritime traffic environment,which greatly increases the risk of maritime traffic accidents.Among the maritime traffic accidents,the ship collision accident rate is the highest and the loss is the most serious.Therefore,it has become the focus of many experts and scholars in the maritime field to accurately predict the development of the situation after the occurrence of ship collision accident,to grasp the development trend of the accident,and to provide the decision-making basis for the formulation of emergency decision plan in time.This paper,to explore the situation of ship collision accident and provide decision-making basis for decision-making of ship collision accident plan as a starting point,to study the influencing factors of ship collision accident and the complexity of the relationship between collision accident,and the comparative analysis of several common research methods,eventually to cross-layer adaptive particle swarm optimization algorithm to establish dynamics model of ship collision accident,and operations of the accident data of the model is used to collect and analysis,aimed at different collision accident situation,put forward the corresponding emergency decision scheme.The main contents of this paper are as follows:(1)The influence factors analysis of ship collision accident,maritime traffic is a complex system composed of people-ship environment,so this article from the people,ship and environment three aspects respectively,analyze the related factors affecting the development of the accident and,explore the intricate relationship between as well as to the impact of ship collision accident,at the same time provide the basis for the establishment of the index system of collision accident.(2)The establishment of the index system of ship collision accident: based on the analysis of ship collision accident cause and research,and using system engineering theory and hierarchical analysis method,sorting out the result in the influence factors of ship collision accident,and establishes the target layer,criterion layer and index layer as the classification standard of the index system of ship collision accident,to facilitate the analysis and research situation of ship collision accident.(3)Based on improved particle swarm optimization algorithm of collision accident situationmodeling: on the basis of the characteristics of ship collision accident analysis and index system of ship collision accident,draw lessons from other security situation in the field of research,to cross-layer adaptive particle swarm optimization algorithm combined with D-S evidence theory to establish the situation of ship collision accident model,simulation of accident cause of the accident situation across layer destruction,then draws the corresponding accident situation.(4)Decision-making research under different situations of ship collision accidents:according to different situations and situations of ship collision accidents,corresponding emergency decision-making schemes are put forward,and the decision-making process of accident emergency is analyzed,so as to quickly and reasonably deal with ship collision accidents and reduce losses.
