The actual shipping feedback shows that it is a usual practice to make super-large ships berthing in the existing quay and fairway to meet the needs of port and shipping enterprises,which have been seeking the support of policy.In August 2016,Jinzhou port 301B crude oil berth was completed and accepted.However,due to the limitations of the channel conditions and navigation conditions,and the fact that the maneuverability of super-large oil tankers is worse than that of ordinary ships,the possibility of ships being in danger has been greatly increased,which will not only seriously threaten the safety of life at sea,in addition,oil spills can cause disastrous marine pollution and seriously damage the marine ecosystem.In this paper,the current navigation conditions of Jinzhou port crude oil terminal and branch channel are used to study the navigation and berthing safety of super-large oil tankers under reduced load,referring to the characteristics of the perennial hydrometeorological conditions in Jinzhou port and the practices of the pilots in handling large ships coming to Hong Kong in Jinzhou port,the navigation and berthing manoeuvres of super-large oil tankers under different loading states are verified by ship simulation and upgrading,combing the potential risks of ship manoeuvring,studying the safety measures to reduce the risks from the angle of man-machine Florida environment and management,constantly improving the problem of insufficient throughput of Jinzhou port crude oil,so as to meet the development needs of super-large ships,promote the development of petrochemical enterprises in the hinterland of the port and enhance the competitiveness of Jinzhou port as a regional port in Liaoning Province.Firstly,this paper analyzes the overall navigation safety situation of the waterway of Jinzhou port and the basic hydraulic data of 301 crude oil berth waters,according to the "code for General Design of Seaports",it is calculated that when a super-large oil tanker berths in the harbor under reduced load,it needs to meet the standard value of limiting draft,the navigation feasibility of the crude oil wharf berthing under reduced load is obtained.This paper analyzes and summarizes the influence factors of navigation safety of super large oil tanker berthing at Jinzhou port from four aspects of hydrometeorology,channel characteristics,berth and operation guarantee,based on the experience,data and conclusions of the past and the practice of pilot large ships berthing at crude oil berth 301,the characteristics and risks of super large oil tankers berthing at reduced load are analyzed,carding the influence of various factors on the berthing and navigation safety of super-large oil tanker.Then,based on the analytic hierarchy process(AHP)and set pair analysis theory,the safety evaluation model of the branch channel of Jinzhou crude oil terminal is established Finally,the model is used to evaluate the navigation safety of the branch channel berthing of Jinzhou port crude oil terminal.According to the analysis and evaluation results,the risk control measures of the branch channel berthing of Jinzhou port crude oil terminal are put forward,it provides the safety management system reference for the maritime affairs,the Port Operator,the pilotage organization and the ship manager.
