In the rapid development of contemporary economy,the government departments still play a key role in the development of the country,and the effectiveness of human resource management directly affects the efficiency of its public sector.The result of human resource management directly depends on the scientific degree of human resource management.The human resource outsourcing market is developing and improving,and the level of public sector outsourcing services has been qualitatively changed.With the rapid development of modernization,the public sector also needs to reform the old management mode in order to conform to the trend of the Times that the maturity of the human resource management outsourcing market is the result of the effective market-oriented reform of public sector management,which has effectively improved the backwardness of the bureaucratic system.This paper selects T City Environmental Sanitation Bureau as the research object,through collecting the relevant literature of human resource outsourcing,and through the methods of questionnaire survey,field survey,interview and comparative analysis,analyzes the current situation of human resource management outsourcing of T City Environmental Sanitation Bureau,mainly from the following aspects:position situation,personnel structure situation and management system situation,so as to find out the current situation of environmental sanitation.There are three main problems in human resource management outsourcing,and further explore the three direct causes of the problems.However,in the process of putting forward suggestions and improvement strategies for the outsourcing of human resources management of T City Environmental Sanitation Bureau,the implementation and effectiveness of public sector in foreign and domestic advanced regions are used for reference,and the experience applicable to the development of the outsourcing of human resources management is accumulated,which provides a more reasonable and effective basis for the development mechanism of the outsourcing of human resources management of T City Environmental Sanitation Bureau.Therefore,in the end,the paper also concludes that in order to improve the existing problems of human resource management outsourcing of T City Environmental.Sanitation Bureau,we need to start from three aspects:first,strengthen the cultivation of human resource management outsourcing concept of T City Environmental Sanitation Bureau;second,improve the service level of outsourcing providers;finally,establish the supervision and control and early warning management system.Thus,it laid a solid foundation for the development of human resource management outsourcing of T City Environmental Sanitation Bureau.
