With the changes in the market,the competition among enterprises has become increasingly fierce.Human capital has become the key to management.Therefore,various forms of organizational management have emerged.Human resource outsourcing(HRO)is one of them.It is a specialized model to reduce labor costs and achieve maximum efficiency.Due to the limitation of labor system and production cost,petroleum enterprises have always had difficulties in the use of human resources.As an upstream link of the industry,the petroleum engineering company has a hard working condition and a large labor intensity.This kind companies have a large labor demand.However,there is always a situation in which it is hard to recruit the right person.In order to obtain a large number of more professional talents,the petroleum engineering companies choose a contractual agreement to reach an agreement with the outsourcing service providers.The outsourcing service provider is responsible for the recruitment and management of the required personnel.Thereby it reduces costs and improves the efficiency of the company.However,at the same time,oil companies will encounter various risks from inside and outside in the process of human resource outsourcing.Only by identifying and preventing these risks in advance can they guarantee the quality of outsourcing and improve the production efficiency.Through risk factor analysis,this paper identifies the risks of petroleum engineering companies in the process of human resource outsourcing,and then derives the risk evaluation index system of human resources outsourcing.In the process of human resource outsourcing,petroleum engineering companies have six major risk factors:decision-making,management,information,economy,market and law risks.This paper divides these types of risks into different indicators and analyzes their impact on risk management variables.The fuzzy comprehensive evaluation method is used to evaluate the outsourcing risk,and the outsourcing case of the regional petroleum engineering company is used for verification.This study designs the human resource outsourcing risk evaluation model of petroleum engineering company to evaluate the risk factors appearing in the outsourcing of enterprises,and presents them in a quantitative way to judge and analyze the risk in the outsourcing process better.Finally,according to the results of risk assessment,it proposes the outsourcing risk prevention measures for petroleum engineering companies from the aspects of management,economic and legal,which has certain practical significance for enterprises to reduce the cost and improve the efficiency of production operations.
