Recently,more and more prominences are given to environmental issues,such as climate change and air pollution,as these issues may have massive and negative effects on human survival and health..Nevertheless,international trade as an important economic activity has a close relationship with the environment,and the chemical industry is an essential component of in China's international trade.In view of this,it is of great significance to study the role of environmental regulation in our export.However,environmental regulations may influence exporting activities from various aspects,for instance,cost of production,technological innovation.Therefore,based on the HS 4-bit coded level export data of the chemical industry from 2007-2016,this paper will conduct an empirical study to explore the impacts of environmental regulation on export,and conclude and summarize with policy recommendations according to the empirical results.Here are the three main findings:(1)the scale of export of chemical products will be significantly reduced after their inclusion in the comprehensive list,while export tax rebates have a certain subsidy effect on enterprises,which may weaken the implementation of environmental regulations,not conducive to better play the comprehensive list to inhibit the export of high-polluting products in the chemical industry.(2)Studying the effects of policy needs to consider the duration of the policy,when the high-polluting products are included in the first year of the comprehensive directory;he negative effects are turned to be significant when it continues to be implemented for 3 years,the comprehensive directory continues to be implemented for 3 years on the high-polluting products exports have a significant negative effect,when the comprehensive directory continues to be implemented for 6 years,the effectiveness of the policy has been weakened,but can still inhibit the chemical high-polluting products products exports.Therefore,it can be inferred that the longer the implementation of the comprehensive directory,the more significant reduction effect on the exporting amount of the high-polluting chemical products.(3)The comprehensive list also has a certain regulating effect on the export structure of the chemical industry,which can significantly reduce the proportion of chemical products exported to Asia.At the same time,the export scale of high-polluting chemical products in East China also decline.This paper has the following innovations:(1)Most of the previous studies are focusing on the overall exporting activities or only selecting the pollution-intensive industries,but this paper is based on the chemical industry,which could more directly demonstrate whether environmental regulation can effectively control the export of products in China's chemical industry.(2)This paper regards environmental policies of the chemical industry as a measurement for environmental regulation,which is more accurate and different from other methods used by previous scholars.(3)Considering the weakening effect of export tax rebates on environmental regulation,and analyzing the variability in the duration of policy implementation and the effects of policies over time would provide more practical advice to policy makers.
