Since the reform and opening up,the scale of China’s trade has continued to expand and the economy has grown steadily.However,due to the problems of labor surplus and backward technology,China has long been located at the low end of the global value chain,such as the provision of raw materials,assembly and processing,China’s trade is facing the dilemma of locking the low end of the value chain,so it is urgent to carry out trade transformation,and improve the technical complexity of China’s exports is one of the main elements of transformation.In addition,the "high consumption,high input,low value-added" competition method not only consumes a lot of environmental resources,but also produces a lot of pollution in the production process,which makes China’s environmental carrying capacity decreasing,and environmental protection has become the top priority of the government in recent years.Under the dual pressure of environmental protection and manufacturing transformation and upgrading,we can’t help but think about this question: Can environmental regulation policy promote the improvement of export technology complexity? What is the mechanism of influence between the two? Therefore,this thesis attempts to explore the impact of environmental regulation on export technical complexity based on the perspective of KCAPC,and examine the effects and constraints between environmental regulation and export technical complexity from both theoretical and empirical perspectives.In terms of theoretical research,this thesis firstly compares and summarizes the literature on environmental regulation and technological complexity of product exports,and defines the concepts of environmental regulation and technological complexity of exports,and introduces the influencing factors of environmental regulation and technological complexity of product exports,and also explores the intersection of the two.Based on previous theoretical perspectives and research results,the influence mechanism between environmental regulation and export technological complexity represented by KCAPC policy is then studied in depth.This thesis argues that environmental regulation improves the technical complexity of product exports through three ways: innovation compensation effect,entry-exit effect,and improved capacity utilization.Based on the theoretical analysis of this thesis,relevant research hypotheses are proposed.In terms of empirical research,I compiled data on Chinese manufacturing enterprises from 2000—2007 and used the firm-level technical complexity of product exports measured by the China Customs database as the explanatory variables in this thesis;the empirical findings show following results.(1)Environmental regulation significantly increases the technical complexity of product exports when all control variables are controlled.(2)In the heterogeneity test,after distinguishing the ownership attributes of enterprises,it is found that the technical complexity of product exports of private enterprises is more affected by environmental regulation than that of state-owned enterprises.after distinguishing the region to which enterprises belong,it is found that environmental regulation has a more significant effect on the technical complexity of product exports of eastern and central regions,while it has a more significant effect on the technical complexity of product exports of After distinguishing the asset size of enterprises,it is found that environmental regulation has a more significant positive impact on large-scale enterprises.(3)In the test of impact mechanism,it is found that environmental regulation acts on the technical complexity of product exports through the channels of innovation compensation effect,entry and exit effect,and improving capacity utilization.Finally,the article proposes suggestions through the results of the previous empirical study.China should further improve the environmental regulation policy,play its role in promoting the technical complexity of export products,and develop a multi-dimensional assessment and evaluation system to monitor and guide the implementation of local government policies,so as to provide strong support for the sustainable development of trade.Considering the different effects of environmental regulations on companies with different ownership,geographic location and asset size,the government should play a guiding role in the implementation of environmental policies and promote targeted environmental regulation policies instead of simply implementing a "one-size-fits-all" model.At the industry level,the government should focus on developing strategic new industries and improving the overall level of manufacturing.In addition,the government should also take active and effective measures to promote the improvement of enterprises’ technological innovation capability,and build a strong trade and manufacturing country through innovation drive.The construction of the innovation system should target specific technology areas,stimulate enterprises to innovate independently,and seek the advantages of domestic products in international competition.
