In recent years,with the continuous advancement of urbanization and the gradual highlighting of environmental problems,the issue of garbage classification has drawn more and more attention from all walks of life.The implementation of Shanghai's garbage classification and management together with the implementation of "Shanghai Municipal Solid Waste Management" has officially launched a comprehensive promotion.As the most basic field of social governance,the community is the main battlefield to promote the classification of urban domestic waste,and it is the key to determine whether this tough battle can be won.Judging from the existing research,the current academic circles have done a lot of research on community waste classification and governance,but there are relatively few studies which analyze the position of diverse participants in community garbage classification and its role in overall governance from the perspective of participatory governance and with comparative analysis based on examples.This article believes that community waste classification and governance is a process in which multiple participants(mainly including community party organizations,neighborhood committees,industry committees,property companies,social organizations,etc.)play an important role.Even under the same policy background,the governance effects of different communities are affected by the different roles of their participating subjects,resulting in differentiated governance effects.Furthermore,based on the perspective of participatory governance,this article uses three communities in Chedun Town of Shanghai as an example to study the interactions and influencing factors in the process of waste classification and management in different communities.This paper reveals many problems such as the lack of clear management rights and responsibilities,uneven willingness to participate,insufficient incentive system guarantees,and poor communication and coordination channels in the current process of community waste classification and management.It explores the root causes of problems and explores approaches to optimize community waste classification and management.This paper believes that the above problems can be explained in the current community waste classification and governance from the four aspects of the benefit game affecting governance synergy,over-reliance on administrative forces,inadequate system construction,and lack of cooperative platforms.Through case comparison analysis,this paper believes that it is possible to promote the effective integration among various governance subjects,various resource elements and various implementation interactions in the community from the four aspects of optimizing the channels for multi-subjects to participate in community waste classification and management,improving the willingness of community citizens to actively participate in waste classification and governance,improving the system for multi-subjects to participate in community waste classification and management,and building a reasonable and efficient multi-subject network cooperation,thus establishing a sound and efficient collaborative governance mechanism,and promoting urban waste classification and governance to a higher level.This paper is mainly divided into five parts,the structure is as follows:The introduction part summarizes the relevant literature from three perspectives of community governance,participatory governance and waste classification governance,then elaborates on the public governance theory and participatory governance theory to clarify the research ideas of this paper.Chapter 1 investigates and defines the concepts of community,community governance and waste classification governance,clarifies the theoretical basis of this study as participatory governance,and elaborates on the connotation,characteristics and practical application of participatory governance.Chapter 2 conducts a detailed comparative analysis of the status of garbage classification and governance in the three specific communities in Chedun Town with a participatory governance perspective,combining questionnaire surveys and interviews,.Chapter 3,through a comparative study of the case communities,points out that although the multi-subjects have already participated in the practice of community waste classification and management,there still exist some problems including unclear management rights and responsibilities,large differences in willingness to participate,insufficient guarantee of incentive systems,and poor communication as well as coordination channels.The causes for the existing problems are mainly manifested in the four aspects of the interest conflict affecting the joint force of governance,over-dependence on administrative power,insufficient system construction and lack of collaborative cooperation platforms.Chapter 4 proposes countermeasures and suggestions for further optimization of multi-subject participation in urban community waste classification and management according to specific problems and causes.
