Research On Social Work Involved In The Urban Community Environmental Governance Under Participatory Governance Concept

With the rapid development of social economy,the level of industrialization and urbanization in China has been continuously improved.At the same time,the problems of "garbage siege" and environmental pollution have become more and more serious.As the basic unit of social governance,community is not only the home that the residents live on,but also the basic position of environmental governance.Community environmental governance cannot completely rely on the relevant government departments.The concept of participatory governance inspires us to focus on the innovation of community governance as the main line,take the positive interaction of government guidance,social participation and residents' autonomy as the train of thought and make efforts to solve the problems of community environmental governance.Taking J community of suzhou as an example and based on the garbage classification construction project carried out by social workers,this study focused on the practical process,intervention effect and problems of social workers' intervention in urban community environmental governance under the guidance of participatory governance concept.Through field research,social workers found that J community had great problems in both community environment and residents' participation.In view of these problems,social workers take the concept of participatory governance as the theoretical basis,make full use of the professional methods and skills of social work,and step by step intervene in the environmental governance of community J in three stages.In the early stage of preparation,social workers gained the trust of residents in various ways,established professional relations with them,j ointly explored community capital,examined the deficiencies of the community,intensified publicity and conducted community education.In the intermediate action stage,social workers discovered and trained the backbone of residents and community volunteers,assisted the community environmental autonomous organizations to carry out activities in the community,and implemented the garbage classification points exchange system.In the later stage of consolidation,social workers guided residents to go out to exchange and study,and established a public platform WeChat for garbage classification.It is found that it is feasible and effective for social workers to intervene in the practice of urban community environmental governance.Since the implementation of the project,the amount of garbage in community J has been reduced significantly,and the community environment has been greatly improved.Residents can carry out garbage classification consciously,and their awareness of environmental protection and participation has been significantly improved.With the support of social workers,the community set up the garbage classification and disposal association and the Lou dao autonomous council,and established a stable community volunteer team.However,during the implementation of the project,there are still some problems such as ignoring the diversity of community residents,imperfect supervision mechanism of community environmental governance,and lack of direct dialogue between residents and government departments.In this regard,social workers must further explore the way of environmental governance in urban communities and start from four aspects:training residents' backbone and volunteers,cultivating community environmental protection autonomous organizations,building a multi-subject consultation platform,and improving environmental governance and supervision mechanism.In this way,we can better practice the concept of participatory governance,continuously improve the enthusiasm and ability of residents to participate,and promote the level of community environmental governance through diversified consultation and co-governance.
