The institutional innovation of the Central Environmental Protection Inspector,as a means of reforming the ecological environmental protection management system and improving governance vitality and efficiency,provides a certain guarantee for solving deep-level contradictions and problems in the field of ecological environment.At the end of 2016,the Second Environmental Protection Inspectorate of the Central Government launched an environmental protection inspectorate in Shanghai.As the grassroots environmental management personnel,on the theme of environmental governance where heavy metal emissions exceed the standards in the exposure of inspectors,the central environmental inspectors were observed on the actual situation of enterprises implementing heavy metal emissions management Promote the influencing factors and limitations of regional heavy metal pollution control,combined with the current pressure system and sports management mechanism to analyze the pressure transmission mechanism of the central environmental protection inspector,in order to provide reference for future researchers and practitioners.In the case analysis of this article,taking the heavy metal sewage treatment in Fengxian District,Shanghai as an example,from the end of 2016,the Central Second Environmental Protection Inspectorate stationed in Shanghai to Shanghai,and on May 15,2018,Shanghai reported that the heavy metal companies' excessive pollution discharge rectification work was completed.As a time axis,with pressure transmission as the main line,from the perspective of participants,the microscopic process and practical situation of the formation of the pressure transmission mechanism of the central environmental protection inspector are studied.Under the current pressure-type system,the central environmental protection inspector has transformed conventional environmental governance pressures into political pressures and set off environmental movement-type governance in local areas.The case describes the interactive influence process of environmental protection inspector pressure transmission to the grassroots environmental governance.Local multiple actors gradually participate in the treatment of heavy metal pollution and form a new model of collaborative governance.From this,the characteristics,characteristics,effects and limitations of the environmental protection inspector pressure transmission mechanism are analyzed.Further put forward policy suggestions on improving the pressure transmission mechanism of environmental protection inspectors.First,review the domestic and foreign environmental supervision systems and the central environmental protection inspection system;based on the aforementioned research,introduce and explain the relevant concepts of the environmental protection inspection pressure transmission mechanism and the connotation of the pressure-based system and sports-oriented governance;Shanghai's heavy metal discharge compliance management is used as a clue to introduce the limited-time management of heavy metal discharge in Fengxian District,describe the entire process of the pressure transfer from the central environmental protection inspector to the final stage of treatment,and to analyze why the pressure transmission mechanism of the central environmental inspection can produce effects Pressure transmission is a series of pressure transmission mechanisms that are embedded in a pressure-type system and form a series of pressure transmission mechanisms through sporty governance mechanisms.Next,we analyze the limitations of the application of environmental protection inspector pressure transmission mechanisms in the governance of heavy metal emissions in Fengxian District.Negative impact;Finally,based on the discussion above,we propose the direction of perfection and innovation of the pressure transmission mechanism of environmental protection inspectors.With the long-term development of environmental protection inspectors and the need for actual environmental governance,it is necessary to institutionalize construction such as establishing environmental governance party committee and government coordination mechanisms,improving conventional environmental supervision systems,and establishing social supervision mechanisms to promote accurate and continuous transmission of environmental inspection pressures and optimize environmental protection Inspect the pressure transmission mechanism to promote the continuous and effective development of local environmental governance.
