Study On The Classification Supervision Of Community Domestic Waste In Shanghai

With the rapid development of urbanization and national economy,it is necessary to strengthen the management of domestic waste classification and improve the legislation of domestic waste classification.The experience of classified treatment of MSW in developed countries shows that the classification of MSW is an inevitable choice to effectively solve the problem of MSW.General secretary Xi Jinping made important instructions on the classification of domestic waste in June 2019.He pointed out that the implementation of domestic waste classification is related to the conservation of resources,the living environment of the masses and the important embodiment of social civilization level.In recent years,China is gradually implementing the domestic waste classification system,and the domestic waste classification work in the whole country has been accelerated,with initial effect.At present,46 key cities in China have promoted the domestic waste classification work in advance.In July 2019,the regulations of Shanghai Municipality on the management of domestic garbage began to be implemented.In order to fully implement the regulations,we should make preparations for the classification of domestic garbage,comprehensively show that "classification of domestic garbage is a new fashion",and promote the establishment of the classification management systemof Shanghai municipal domestic garbage based on the rule of law.Guided by the nineteen spirit of the party,we should implement the spirit of the important speech of general secretary Xi Jinping when inspecting Shanghai and the important instructions of the general implementation of the classification system for domestic waste.With the goal of "recycling,reducing and harmlessness" of municipal solid waste,aiming at the highest international standard and best level,and following the concept of "full life cycle management,comprehensive treatment in the whole process,and universal participation of the whole society",Shanghai municipal solid waste management,which is based on the rule of law,promoted by the government,participated by the whole people,operated by the market,coordinated urban and rural development,systematically promoted,and step-by-step,is formed System,comprehensively improve the effectiveness of domestic waste classification system,and accelerate the construction of an ecological city.The realization of MSW classification not only requires the participation of citizens,the promotion of management,scientific and technological support,but also ensures the implementation of the legal responsibilities of relevant subjects from the standard system to practice.In the implementation of MSW classification system,the main body of supervision is not clear,and the relevant regulatory responsibilities are not clear,which will lead to the failure of full implementation of MSW classification system.The discussion and clarification of the relevant subjects and their legal responsibilities can enable the subjects to effectively perform their duties,promote the process of urban domestic waste classification,and ultimately achieve the recycling,reduction and harmless of urban domestic waste,and promote the coordinated development of environmental protection and economic society.In this paper,from the perspective of the supervision subject in the process of the implementation of the household waste classification system,the definition of the classification supervision subject and the coordination of responsibilities are analyzed,which are divided into four parts.The first part defines the supervision subjects of domestic waste classification from the government and all walks of life from three perspectives,and defines thelegislative supervision and inspection subjects,administrative supervision subjects and social supervision subjects of domestic waste classification.The second part analyzes the theoretical basis of this paper in detail,that is,public participation theory and collaborative governance theory.The supervision and management of domestic waste classification can not only rely on the government departments,but also mobilize the supervision subjects of all parties to work together,and can not be separated from the positive response and cooperation of the public,so as to make the domestic waste classification system long-term implementation.The third part points out the problems in the beginning of the system of MSW classification in Shanghai.The work of MSW classification is just in its infancy.In practice,there is still a lot of room for improvement in the performance of their duties.By the way of fact demonstration,this paper analyzes and discusses the relevant specific cases.The fourth part is the suggestions for the problems mentioned above.From the perspective of the government,community,the public and other multiple subjects,this paper analyzes the path,and provides countermeasures and suggestions on the specific problems in the implementation of relevant systems,such as strengthening government supervision,formulating residents' conventions and industry norms,and mobilizing public participation.
