The Study On The Management Of Living Garbage Classification In Tianjin Heping

Nowadays, the economic indicators in Peace zone are increasing rapidly and the aim of building a new metropolis is becoming further clear. However, the output of living waste is rising in the same time. The most important problem which government and citizens of Peace zone are facing is to dispose the living waste in order for a healthy and livable environment. In order to find a effective way to solve the problem of "garbage siege", the active explorations has been taken for the new model of waste classification in Peace zone.However, actually the effect of garbage sorting in Peace zone is not remarkable. In this context, based on the theory of public administration and governance, this thesis is aimed to study the current situation, the problems and causes of the management in waste sorting in Peace zone, with methods of documentation analysis, empirical analysis, comparative study. On the basis of advanced experience of developed countries (regions) in Europe and America, Hong Kong, Macao and Taiwan regions and some domestic cities concerning treatment and disposal of living waste, according to the current situation of management and construction in Peace zone, relevant suggestions are provided in this thesis as references in many aspects, such as laws and regulations, functional management, classification system, mobilization and supervision.The full text is made up of six parts:Part one of this thesis is introduction. The Introduction part mainly talks about the background and significance of the study, and focus on combing and analysis of literature information at home and abroad in waste classifying processing method from the aspects of service supply and government management and then clear the research ideas of the mutual participation of government company and citizens. Moreover, some related concepts are defined in this part such as garbage and living waste, waste classification and disposal and with the methods of documentation analysis, empirical analysis, comparative study and theory of governance to point the originality and the shortcoming of this thesis.Part two is the study of current management and problems of waste classifying processing method in Peace zone. By arranging information of the current living waste output and classification in Peace zone, this thesis objectively analyzes these current situations and policies and some specific problems in Peace zone, for example, the category, output, effect, participation of citizens, facilities, performance of companies in the waste classifying processing method.Part three is the analysis of the causes of the management problems in waste classifying processing method in many aspects, for example, laws and regulations, management of government, financial guarantee, basic guarantee and so on.Part four is to use the advanced experiences at home and abroad concerning waste classifying processing method for references and then give a summary about what we can learn from these relevant projects with documentation analysis.Part five is about the effective management measures to improve the waste classifying processing method in Peace zone.
