In the recent years,electric power industry is growing fast,with the pace of the intelligent power grid development,the intelligent substation is the key point to make the intelligent power grid stronger,so its safety obtains more attentions.Intelligent substation is based on IEC61850,because the protocol is open and the standard is normalized,there are networked secondary devices and intelligent primary devices in the station,and which makes the intelligent substation devices use a high-speed network to communicate with each other,and each station also use the high-speed network to communicate with each other.Therefore,intelligent substation network is necessary to guarantee the intelligent substation work safely.Based on the research of intelligent substation network performance,through the intelligent substation network its own performance,fault record device performance and relay protection equipment performance,an evaluation index system can be set up.In the part of determining a scientific evaluation method,the fuzzy comprehensive evaluation method is selected as the evaluation method,this paper mainly studies the applications of c-mean clustering algorithm in determining the membership function.On the other hand,using the analytic hierarchy process to determine the index weights.Based on researching the traditional analytic hierarchy process,an improved three-scale method is proposed to build the judgment matrix,which makes the evaluation result more objective and the judgment matrix can meet the consistency better.At last,through an case study,dealing with the test data scientifically and quantitatively,according to the established performance evaluation level,the evaluation result can be obtained,then by analysing the result can determine the operation conditions of the intelligent substation network.The case study can improve that the fuzzy comprehensive evaluation method is feasible and objective to evaluate the intelligent substation network performance.The established index system,to some extent,can reflect the network situation.As a consequence,according to the intelligent substation network performance evaluation index system,and the fuzzy comprehensive evaluation method,can make an assessment to the intelligent substation network performance.The assessment result can provide a scientific and efficient reference to ensure the intelligent substation network work safely,and can also provide a strong support to the development of the intelligent substation.
