The Transformation And Regeneration Of Urban Industrial Park In China Under Post-Finacial-Crisis Environment

In Post-Finacial-Crisis era,the transformation of Industrial park,as a historical proposition with the establishment of industrial park,in facing new international and domestic situation,so that various problems,phenomena and voices about this proposition occur frequently.Furthermore,how to understand the internal logic,clarify the complex phenomenon,and achieve the comprehensive perceive of the theory and many phenomena has become the key issue.This requires us to answer questions listed behind.Why the transformation of the park is essential?What is the nature of transformation?How to transform?Following the logical train before,this paper establishes theoretical explanation about the transformation of industrial park in new classical economics,and finds a perspective,the evolution of labor division,to analysis the process.Based on above theory,this paper establish an analysis framework to help analysis and understand cases that we meet in practice.Only in this framework,oriented analysis and transition path are incorporated and meaningful.The oriented analysis includes four aspects.The judge of the times value,the analysis of current situation and problems,the summery of international experience,the refine of practice experience.The transition path as local intervention includes four dimensions.It involves society,industry,space and institution,and form a whole system.The main conclusions of this paper are drawn from two aspects.First,it is considered that the transformation of industrial park is in the process of spontaneous evolution of social labor division.In the process of park transformation,it exist an Inner accelerating circulation,form park transformation,to deepening of labor division,to productivity improvement,to park transformation.The micro logic in this circulation is the conflict compromise between specialized economy and transaction costs for people and enterprise.Furthermore,in the evolution of labor division cycle also contains an Inner accelerating circulation of Institutional Evolution,from park transformation,to Institutional Evolution,to reduction of endogenous transaction cost,to park transformation.The micro logic in this circulation is the conflict compromise between expected income of transformation and current transaction costs for people and enterprise.Overall,it is considered that the park transformation is the process of two accelerating circulations,and the core is the conflict compromise for people and the enterprise,which is the micro subject of imperfect rationality.Second,it is considered that the park transformation path is the local intervention of two accelerating circulations.The transformation of industrial park is a spontaneous evolution with holistic logic.Transformation path is the effective local intervention of people conflict compromise.This process involves the influence of specialized economy,transaction costs,expected income of transformation,current transaction costs.The effective local intervention leads to the accelerating of two evolution circulations.The article is organized as follows:The first chapter is an overview of study basic situation,including the research background,basic concepts,existing research review,research significance,purpose,content,logic,methods and framework.The research of industrial park transformation mainly focus on three aspects,including the transformation of material space represented by "city-industry integration",the upgrading of industrial cluster represented by "regional innovation system",and the innovation of institutional represented by "social capital".The second chapter is an economic explanation of the transformation of industrial park,including the origin of labor division theory,the theoretical explanation of the production and transformation of industrial park,and the analytical framework of study.It is considered that industrial park is a kind of organizational innovation with spatial agglomeration effect,which will play an important role in determining the level of social labor division by specialized economy and transaction costs.However,the transformation of industrial park is in the process of spontaneous evolution of social labor division,and there is a constant acceleration of the circulation effect.The micro logic in this circulation is the conflict compromise between specialized economy and transaction costs.When involves practical analysis,there are two accelerating circulations,the evolution of labor division and institutional,and two pairs of dilemmas.The third chapter is the analysis of times value and current situation of industrial park transformation.It is considered that industrial park should be the micro-practice subject of national innovation driven strategy.But the contradiction between current situation and traditional development model is obvious in current industrial park.In Post-Finacial-Crisis era,the demand of foreign trade is declining in global;the cost of production factors is improving,and the speed of industrial transfer is increasing;the foreign investment is growing slowly,and the risk of single industry function is increasing.For industrial parks,there are four problems,including the paradox between excess capacity and insufficient supply of high-tech products,unsustainable growth model driven by traditional factor investment,the disappearing advantages of "garden style",limitation of parks only including industrial function.The fourth chapter is the summary of experiences in international and practice.From international experience,industrial parks gradually turn to eco-industrial parks and science parks,and innovation oriented production complex,the excellent quality of space,attractive business environment is the common trend and characteristics.From the point of practice,it exists four kinds of reform experience,including the supply side reform represented by the reconfiguration of land rights,the establishment of innovation system represented by the indicating of R&D incubation function,the construction of system advantage represented by the changing of government function,the trend of comprehensive development represented by functional complex utilization.The fifth chapter is the construction of four transformation paths by theoretical framework above.Path one:the optimization of industrial structure;path two:the driving of innovation environment;path three:the changing of institution;path four:the development of space.It is believed that the transformation paths of four dimensions influence two pairs of dilemmas,and intervene in the decision-making of individual and enterprise,and then accelerate the evolution of labor division and institution.The sixth chapter is the conclusion,innovation and discussion.The main conclusions of this paper are putting forward from the theory and analysis framework of industrial park transformation,the results of the guidance analysis and the results of path construction.
