In March 2013,the twelfth national people's congress adopted the plan for the merger and reform of the Ministry of railways: the administrative functions shall be assumed by the state railway administration,which is subordinate to the Ministry of transport;The functions of the enterprise are assumed by the newly established China railway corporation.At this point,the controversial years of railway management system reform settled.As a large-scale state-owned enterprise directly under the central government,China railway corporation is faced with the role transformation under the de-administration and how to break through the management pattern of the separation of government and enterprise,and improve its corresponding functions according to the requirements of state-owned enterprise management elements.This paper studies the innovation of the performance evaluation system of railway operation department by using the method of case analysis and balanced scorecard in the process of changing roles under the de-administration of China railway corporation and breaking through the management pattern of the separation of government and enterprise.it explores how to realize the innovation of the performance evaluation system of railway operation department under the deadministration so as to improve the working efficiency of railway operation department and enhance its creativity.The analysis and research on the samples taken by the passenger transport,freight transport,line maintenance and multi-enterprise owned by China railway Zhengzhou bureau group co.,ltd.shows that at this stage,the railway operation departments have strong administrative traces and a long way to go to return to the standard of state-owned enterprises.there are many factors contributing to the current situation.however,one of the main reasons is the lack of effective establishment of the performance appraisal system and the lack of performance appraisal methods.the treatment of employees is not linked to the performance appraisal.the distribution according to work to different degrees is useless,the sense of mission and enthusiasmof employees are weak,and the enterprises form bottlenecks in the sustainable development.Through the analysis and study of the current situation and changes of the railway performance evaluation system under the administrative system before2013 and during the process of de-administration from 2013 to 2018,this paper analyzes the similarities and differences existing,finds out the crux of the problem,and then gives reasonable suggestions on how to innovate the performance evaluation system under the state of railway enterprise management in 2018 and beyond,so as to help railway operation departments straighten out the internal management,establish an effective performance evaluation system,enhance the market competitiveness of enterprises,and serve the needs of national economic and social development.
