Research On Green Space System Planning Based On Urban And Rural Ecological Restoration

The rapid urbanization in the past thirty years has made great changes in China.For example,the urban population has increased dramatically,the built-up area has been expanding continuously,and the landscape spatial distribution has been changing constantly.These changes have seriously threatened the ecosystem and natural environment in cities and towns.With China's economic development entering a new normal state,China's urban construction has also entered a transitional period.In 2015,the city work conference held in the Central Committee made it clear that “energetically carrying out ecological restoration,reproducing green mountains and green water”,and building ecological civilization as an important issue for the development of modern society.Good green space environment has obvious ecological,economic and social benefits.Therefore,reasonable planning of green space system will help our country achieve the goal of sustainable development.However,the relevant laws,standards and research about green space system planning in China are mostly aimed at large and medium-sized cities,and little attention is paid to small towns.However,in small towns,whether the economic development level or the natural environment conditions are not the same as those in the large and middle cities,it will be difficult to meet the actual requirements of the development of small towns by continuing to use the urban green system planning method.The establishment of a green space system planning method aiming at the status quo of small towns and responding to the “ecological restoration” of the state has become the right meaning.This paper focuses on the planning of green space system in small towns.First of all,the concept of ecological restoration can be applied to green space system planning.On the basis of defining the specific concepts,principles and directions of ecological restoration,the characteristics of planning based on urban and rural ecological restoration are summarized.The planning characteristics,planning methods and planning procedures of the green space system in small towns in China are further analyzed.It is found that there is a single green space function in the small town green system planning at the present stage,and the lack of the overall layout planning and characteristic features.Through the analysis of the cases of the excellent green space system in Kamakura,Clop Hill and Foshan,the concept of ecological restoration can be used to solve the existing problems of the urban green space system planning.Secondly,a green space system planning framework for small towns based on ecological restoration can be established.The objectives and principles to be followed for green space system planning in small towns are defined,and corresponding strategies for green space system planning are put forward accordingly.The green space system planning of small cities and towns should be carried out from the “county-city” level,and the planning scope and planning contents of the county and city areas should be analyzed to form a new small town green space system planning process and framework.By comparing the differences with the traditional planning framework,the positive significance of the green space system planning based on ecological restoration is obtained.Finally,taking Huailai County of Hebei Province as an example,we use the new planning framework to try to plan the green space system.The green space system in Huailai county has some problems,such as the disjointed green space within the county level and the green space in the built-up area,the unformed local characteristics of the county green space system,the uneven distribution of the green space and the uneven quality of the county,and the insufficient ecological recovery of the goaf and the industrial wasteland,which results in the poor ecological benefits of the green space system.Taking the planning of the county green space system as the key research object,the ecological function area is divided,the short-term and long-term goals of the county green space system planning are established,and the ecological system protection planning is carried out.
