In recent years,with the leapfrog development of wind power in China,the total grid-connected capacity of wind plants has exceed the acceptable limit of regional power network in many areas.On one hands,the negative influence of large-scale grid connected wind power on peak regulation and operational safety of power grid is increasing,and the phenomenon of abandoning wind is getting more and more serious because of the peak constraint and the transmission access constraint.On the other hands,the dispatching management had accumulated lots of operating data of wind farms,but the utilization and mining level of the data is so low that the data can't provide effective help when scheduling wind power.In order to accept the wind power orderly,utilize the history operating data adequately,and achieve the dispatching principle of "openness,fairness and justice”,it is necessary to evaluate the wind farm more scientifically,more accurately and more comprehensively,which can provide decision-making basis for wind power dispatching.Therefore,the comprehensive evaluation of wind farm's operatiing perfoemance is researched in this paper.The main contents are as following:Firstly,the comprehensive index system of wind farm's operating performance is constructed in three levels.Secondly,the integrated evaluation method,based on set pair analysis and grey correlativity analysis,is used to analyze the farm's operating performance.Lastly,the scientific dispatch plan is formulated by using the analytic result above.This paper includes the following three parts:(1)A comprehensive index system of wind farm's operating performance is constructed.The basic indexes is collected after consulting related formal standard documents,such as national standards,industry standards and company standards of southern power grid company and state grid company.Based on those indexes,a comprehensive index system with the core of inherent characteristic,grid connected characteristic,operating characteristic of wind farm is constructed in three levels of macroscopic view,microscopic view and computational view.(2)The indexes' calculation method,weighting method,and comprehensive evaluation method are further researched.First,the indexes' definition and calculation method are determined,and the standardized processing method is selected.Then,a combinational weighting method combined subjective weighting method and objective weighting method is proposed and introduced in detail,based on the theory of moment estimation.And then,an improved evaluation method is proposed,based on the theory of grey relational analysis and set pair analysis.The evaluation method's technological advantages and the essential step are introduced in detail.At last,five wind farms in Hunan province are evaluated with the improved evaluation method proposed above in order to demonstrated the correctness of this evaluation method.(3)Base on abandoned wind management,a short-term scheduling method is proposed.The short-term scheduling method take peak constraint and transmission access constraint into account,and the scheduling plan is base on the wind the farms'compositive evaluation results.At last,manage the abandoned wind of five wind farms above and make optimized scheduling plan for the wind farms,which is benefited to improve the accepted level of wind energy of the whole grid.
