In recent years,the PPP(Public Private Partnership)model has been widely recognized by all countries in the world,and developed rapidly.The PPP model will attract domestic and foreign private capital to invest in infrastructure projects to help local governments solve infrastructure construction problems.Fiscal constraints provide new ideas.The PPP model is conducive to changing government functions and reducing the financial burden.At the same time,government departments and social capital can complement each other and give full play to their respective advantages.However,in the promotion process of the PPP model,many PPP projects have had little success or even failed to continue.The reason is mainly due to the lack of basic data such as project plans,material quantities,and cost costs.The management is more extensive,resulting in a value-for-money assessment mechanism that cannot effectively assess the project.The use of BIM(Building Information Model/Modeling)technology can effectively solve the problem of missing information.In the identification phase of the PPP project,building data extraction and Vf M(Value for Money)evaluation and analysis are effective for the construction project.The accuracy of cost management of PPP projects lays a good foundation for the accurate evaluation of Vf M.This paper proposes to introduce BIM technology into the identification stage of PPP project to solve the problem of cost management in light of the deficiencies in the cost management of China's PPP project identification stage.First of all,through the study of the PPP model and engineering cost theory,the problems existing in the current stage are proposed.Then analyze the work content of PPP identification stage,and study the key influencing factors of project cost management at this stage.Then,through the use of BIM technology,a solution to the PPP identification stage cost management system was proposed,a material evaluation and cost index analysis system suitable for the project identification phase,and a bill of quantities and cost estimation preparation standard were developed.Finally,a set of cost was developed.The management software system completes the development of the background and front-end of the system,and can quickly complete the “PPP+BIM” cost management task.After obtaining the BIM model with appropriate accuracy,the system can automatically extract the data information of the PPP project,realize the three-dimensional browsing of the webpage of the model file,and the function of data query and retrieval,and can be in accordance with the data type,system,and sub-item,The floor and other classification methods output data to the cost estimation module,thereby completing the cost estimation and generating a bill of quantities.The cost management system developed in this paper can effectively improve the accuracy and reliability of project cost estimation,and provide data-level support for the whole life cycle management and Vf M evaluation of PPP projects.
