With the continuous construction of strong smart grid,a new modern intelligent power network integrated with advanced measurement system,automatic control system and real-time communication system has been brought into thousands of households.So lots of information about users' load provided by the intelligent electricity information acquisition system can be used to do load characteristic analysis,load forecasting and load scheduling more scientifically and reliably.On the one side,with the economic development,the social electricity consumption grows rapidly resulting in the insufficient capacity of the power grid and the low efficiency of energy utilization;On the other side,the change of the weather and other factors also makes a big difference between seasonal electricity consumption and the serious contradiction between the regionally seasonal power supply and demand.Therefore,it is of significant importance to study the seasonal characteristics of regional users'load and apply the useful electricity price policy according to the characteristics,which can improve the power efficiency and energy efficiency,ensure the safety,economy and efficient operation of the power grid,alleviate the contradiction between electricity supply and demand,optimize the allocation of resources and so on.The comprehensive study of users' load characteristic is not only the basis to make electricity price policy,but also the important content of power demand side management.Based on real load data from one certain province,the classified users'load characteristic is analyzed from typical load characteristic index and on different time scales.The temperature factor effect on load characteristic is introduced ia details.On the basis of that,it is found by the load tables and figures that there is obvious seasonal characteristics for load change.And the load is classified seasonally by the Fuzzy clustering algorithm to be the theoretical basis for intelligent load dispatching and electricity price policy making.The demand side response is a necessary means to ensure the reliable operation of power system and promote the market efficient operation.On the basis of study on time-of-use and real time electricity price mechanism from user respond model and demand side respond measures,a dynamic electricity price making method is proposed with the consideration of load seasonal characteristics.Firstly,the users'load respond model is set according to the economy theory,then accounting for power user side and power supply side,the use of time electricity price optimization model is conduct by taking the user's benefit,load curve peak and vally difference,etc as the optimize goal.On the basis of that,the seasonal real-time electricity price is calculated by the seasonal typical day load data,then combining time-of-use pricing with real time electricity pricing and the seasonal time-of-use price development is made based on that price.The multi-objective optimization function is transformed into single objective function by deviation sorting and the optimal price for multi-objective is solved by NSGA-2.Finally,the simulation experiment from the load data of one certain province tertiary industry verify the validity and feasibility of the proposed method.The results show that the application of the time-of-use price consideration of load seasonal characteristics can not only significantly improve the load curve,but also largely reduce users' power bill.
