With the development of economy,the urban population in China has increased dramatically.The traditional urban infrastructure mode cannot meet the needs of urban development and population carrying capacity.Therefore,the key to solve this problem is to build an urban underground pipe gallery.Due to the fact that the construction of underground pipelines in our country is still at the initial stage,compared with the industrialization and intellectualization of the above ground buildings,the development of the underground pipe gallery has not yet been modeled.The pipeline in the city is still in a state of repeated excavation and disorder.Therefore,it is very important to set up a scientific management plan to speed up the construction of the underground comprehensive corridor.This situation,China's underground pipe gallery construction has a large upfront investment and post operational maintenance of the high cost of capital constraint,between the participants have not formed the effective cost sharing mechanism,the government will rely solely on the full investment model restricts underground pipe gallery in China's rapid development.Therefore,to solve the financial problems and explore the normalized cost sharing method of underground integrated pipe corridors is the most important part of realizing the healthy and sustainable development of underground city comprehensive pipe corridors.For the fund constraints of underground construction and investment in construction and operation and maintenance,the following research has been done:one is to introduce PPP mode to solve the fund problem of underground pipe gallery construction,so as to solve the construction fund problem of underground comprehensive gallery.Secondly,in view of the cost sharing system of the underground comprehensive pipe corridor,the problems in the implementation of this policy are analyzed.We should straighten out the relationship between the location of the pipe gallery,the cost sharing system and our current policies,and find out the various expenses that need to be allocated in the underground pipe gallery project,and put forward a set of cost sharing mechanism for the underground comprehensive pipe gallery that can meet our actual needs.Thirdly,combing the commonly used cost allocation methods and their characteristics,we focus on the application of proportional allocation in the whole project,and point out the defects in them,so as to improve them.At the same time gives a more scientific perspective on group decision making based on group decision utility model to deal with the problem of the cost sharing.Secondly,the method of square deviation is used to integrate all kinds of apportionment methods,and finally make an empirical study.Through the exploration of the cost allocation problem of the model based underground comprehensive corridor,a normalization method is obtained to deal with the cost allocation problem of the underground comprehensive pipe corridor.After studying,we know that the construction of management system should be set up according to the situation of underground comprehensive pipe gallery.The cost allocation needs to be optimized by group decision making method,proportion allocation method and multiple cost allocation method based on deviation square method.
