Power scheduling is one of the most important parts of electricity production,as to be the key framework and technology in this part.A reasonable kind of scheduling method can bring lots of economic benefits to the power enterprise, and it can also save a large amount of natural resources. With increasing renewable energy resources, price sensitive loads, and electric-vehicle charging station and consumption sides leading to uncertainty, become critical factor in the security-Constrained Unit commitment(SCUC).Recently, worst scenario based robust optimization approaches are employed to consider uncertainties. The solution of this model can immune all the conditions of uncertainties. However, the model is too conservative and too many reserves are a waste of resources without guaranteeing the optimal economic dispatch. This paper proposes a non-conservative robust SCUC model, algorithm and an effective solution approach. The contributions of this paper are three-folds.First,the commitment and dispatch solution obtained can be directly used in day-ahead market as it overcomes two issues, conservativeness and absence of economic dispatch, which are the two largest obstacles in real markets.Secondly,a new concept recourse cost requirement is proposed when uncertainties are revealed.Thirdly,a time decoupled decomposition approach for the subproblem is proposed to effectively address the well-known computational burden in robust approaches. At last, simulation results on the IEEE 118-bus system validate the effectiveness of the proposed novel model and solution approach.
