In recent years,the wind power industry has developed rapidly and attracted more and more investors.Wind power is a capital-intensive industry,and the huge capital problem is the most important problem for wind power enterprises.Because of its long financing term and flexible repayment mode,financial leasing provides a innovative way for them.In order to ensure the healthy and orderly development of wind financial leasing project,risk management is indispensable.Effective identification,evaluation and control of risks,and a sound risk control system are the core contents of risk management.On the basis of the study of financial leasing and its risk,the article combining with the characteristics of the wind power industry,with the perspective of financial leasing companies,through the further study of financial leasing risk on wind power project and its preventive measures,establish a set of systematic,effective,valuable risk control system.Combining with the case of G project practice verification,finally the article propose macroscopic and microcosmic suggestion of risk control recommendations on wind power financial leasing project.The risk control system proposed in this article can guide financial leasing companies to assess and manage risks reasonably,and improve the feasibility of wind power financial leasing project,which is the core content of the whole thesis.Firstly,the author starts from the risk identification,and identifies the specific policy risk,technical risk,equipment and environmental risk for the wind power industry which is different from the general leasing project.Secondly,risk matrix method is used to quantitatively evaluate and grade risk.Eventually,the methods such as economic evaluation,credit rating,help to establish the whole process of risk control system:establish the due diligence system,the economic evaluation system,the credit rating system in the early stage,servicing for investment decision;establish the post-lease management system and asset management system in the middle stage,servicing for the collection of rental services;establish the risk compensation system in the later stage,servicing for compensating the lost.
